Nam Sach district assessed that the streamlining of the apparatus according to Resolution No. 18 of the 12th Central Executive Committee achieved positive results and will continue to implement it in the coming time.

On the morning of December 13, the Party Executive Committee of Nam Sach district held its 22nd conference.

Along with many important contents, the conference summarized the implementation of Resolution No. 18-NQ/TW, dated October 25, 2017 of the 12th Party Central Committee on a number of issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently.

After 7 years of implementing Resolution No. 18, Nam Sach district has achieved many positive results, the organizational structure of agencies and units has been gradually innovated and improved towards streamlining, effectiveness and efficiency.

Comrade Hoang Van Thuc, Provincial Party Committee member, Secretary of Nam Sach District Party Committee emphasized that it is necessary to do a good job of propaganda work, create unity and promptly resolve the regime with those directly affected in the arrangement of the apparatus and streamlining of staff.

A number of new models of organizational structure and concurrent positions have been piloted, contributing to the innovation and streamlining of the apparatus. The arrangement, merger and separation of villages and residential areas associated with the establishment of party organizations have been carried out synchronously. The model of Party Secretary and Deputy Secretary concurrently being Chairman of the People's Council has been implemented in communes and towns.

Next time, Nam Sach continues to seriously implement Resolution 18, continues to implement the policy of streamlining the payroll associated with restructuring, improving the quality of the staff, civil servants, and public employees, reducing regular expenditures and contributing to reforming salary policies.

The Standing Committee of the District Party Committee plans to implement the arrangement and streamlining of the district-level apparatus: Merge the District Party Committee's Propaganda Department and the District Party Committee's Mass Mobilization Department, merge the Department of Natural Resources and Environment with the Department of Agriculture and Rural Development; merge the Red Cross Society, the Association of Victims of Agent Orange/Dioxin and the Association of the Blind (expected to be named the Red Cross Society); merge the Department of Labor, War Invalids and Social Affairs with the Department of Home Affairs (expected to be named the Department of Home Affairs and Labor); merge the Office of the District People's Council and People's Committee with the District Health Department (expected to be named the Office of the District People's Council and People's Committee).

Transferring the state management tasks of vocational education to the Department of Education and Training; transferring the state management tasks of social protection, children, and social evils to the Office of the People's Council and the People's Committee of the district; transferring the state management tasks of trade and industrial management to the Department of Finance and Planning; transferring the state management tasks of science and technology to the Department of Agriculture, Natural Resources and Environment when merging the Department of Agriculture and Rural Development with the Department of Natural Resources and Environment; transferring the state management tasks of poverty reduction of the Department of Labor, War Invalids and Social Affairs to the Office of the People's Council and the People's Committee of the district.
