Over the years, local Party committees and authorities have always determined to promote patriotic emulation movements associated with effectively implementing "Studying and following Ho Chi Minh's ideology, morality and lifestyle", considering this a core, long-term solution to create a driving force to promote local socio-economic development.

However, with malicious plots, in recent times, hostile forces, reactionaries, political opportunists, and reactionary organizations in exile... have intensified their activities of distorting and denying Ho Chi Minh's ideology, morality, and style, defaming his life and career in order to destroy the ideological foundation of our Party. They have set up hundreds of websites, blogs, dozens of magazines, newspapers, and publishing houses, colluding with many television and radio stations with Vietnamese programs... to propagate and distort Ho Chi Minh's ideology on patriotic emulation. They often claim that Ho Chi Minh's ideology on emulation is just empty and formal. They even put forward a distorted viewpoint: Communists only like virtual achievements, many groups and individuals chase after achievements regardless of conditions and regulations to create prestige and blind public opinion.

To achieve their goals, political opportunists often use a variety of distortion methods, from whispering, word of mouth, slander, using vulgar and uncultured language, photo collage, writing news, articles, and stories and posting them on social networks, newspapers, magazines or publishing them in books to propagate and distort.

In the face of plots and activities of hostile and reactionary forces, the struggle to refute false, hostile arguments and distortions of Ho Chi Minh's ideology, morality and style, especially the ideology of patriotic emulation, is the political responsibility of Party committees, authorities, cadres, party members and the people. Therefore, all cadres and party members must heighten their vigilance against distorted, defamatory and toxic information on social networks; proactively study and imbibe Ho Chi Minh's ideology, morality and style; clearly recognize the two-sided nature of social networks and the internet; identify tricks and content of toxic information and its harmful nature to themselves and society. Cadres and party members must clearly express their opinions, resolutely fight and refute in a reasonable, emotional and highly convincing manner, which will create a combined strength to defeat all methods and tricks of hostile forces. While using the internet and social networks, each person needs to identify newspapers, information sites, and forums that regularly post bad and toxic information to be vigilant and have appropriate behavior.

For Party committees and authorities at all levels, when organizing emulation movements, there must be specific goals, objectives and plans; emulation movements must be carried out regularly and continuously, with good propaganda work, timely detection, training and replication of advanced models. After the end of each movement or emulation period, a preliminary and final review must be conducted, pointing out typical achievements to promote, while also clearly pointing out limitations to overcome. Only then can we motivate, encourage and attract all classes of people to participate in the patriotic emulation movement. The actual results of the emulation movement are the most vivid and convincing evidence to completely deny and reject the plots and tricks of distortion by hostile forces and political opportunists, contributing to protecting the Party's ideological foundation.
