Publicity, transparency and fairness are the guiding principles of Hai Duong province in implementing compensation and site clearance to implement projects and works.
In 2023, Hai Duong province made a breakthrough in site clearance when handing over thousands of hectares of land to build projects and works serving socio-economic development. Right at the beginning of 2024, this work was urgently implemented, many localities even chose it as a breakthrough work. The bottlenecks in the compensation and site clearance process were gradually removed, people highly agreed, and the land was handed over early so that the project could be quickly implemented in the field. This is the result of consistency in leadership and direction of the province's site clearance work when adhering to the principles of publicity, transparency and fairness.
The leaders of the Provincial People's Committee require localities to always publicize information about land use projects that need to be cleared so that people can grasp it. The entire political system is involved in mobilizing and propagating to help people understand the meaning and benefits of projects and works for the common development. During the process of site clearance, it must be transparent, creating conditions for people to monitor and supervise the process. The development of compensation prices must ensure fairness, objectivity, and respect for the legitimate rights of people at the highest level according to the provisions of law. When all steps have been fully implemented but people still do not accept or agree, a plan for compulsory land recovery must be developed to meet the requirements of socio-economic development.
Reality over the past time has shown that site clearance is no longer a major bottleneck for the implementation of public and private investment projects. Some projects and works that were at risk of being behind schedule due to problems in site clearance are expected to be completed on time, even ahead of schedule. The provincial leaders are decisive, the localities are proactive, and the departments and branches actively coordinate, so site clearance, which used to be difficult, has become smoother. For each project, the province assigns a specific site clearance schedule, assigns responsibility to the head in the spirit of promptly resolving any problems, not pushing or avoiding them to prolong the problems.
Recently, the site clearance for the Dai An Industrial Park expansion phase 2 encountered difficulties when the people of Cam Giang district compared the compensation price with the nearby project in Hai Duong city. The Standing Vice Chairman of the Provincial People's Committee, Luu Van Ban, requested the Compensation and Site Clearance Council of the two localities to meet to discuss and provide a thorough answer to the people. If the people have correct questions, they must accept and amend them; if they are not in accordance with the regulations, they must explain specifically and clearly. This has created high consensus and unanimity among the people.
Those who do well are held up as examples, and those who do slow are openly criticized. Thanks to that, the Dong Viet Bridge approach road project connecting National Highway 37, which was unable to meet the schedule due to land acquisition issues, is now being urgently completed. In the coming time, site clearance is still a key issue for the province to complete the medium-term public investment plan for 2021-2025. Therefore, the recent positive changes in site clearance will create motivation for localities to have good practices and good models based on the province's consistent guiding viewpoint. Only then will site clearance no longer be a barrier to Hai Duong's socio-economic development.
