Chi Linh focuses on clearing land for key projects

Go from house to house, check each case

On the morning of March 13, we and the delegation from Chi Linh led by the Standing Vice Chairman of the City People's Committee Nguyen Van Huynh went to work with Le Loi commune on the progress of site clearance for the road project to the Con Son - Kiep Bac relic site (1/2 of the left side of the route from An Linh intersection to Dau Rong intersection). The delegation went directly to the households that were still having problems.

With this project, Le Loi commune has more than 90 households that need to be cleared. Through propaganda, 28 households have received compensation and handed over the land. The remaining 62 households mainly have problems with the plan, land origin, land unit price, assets, trees... on the land. Therefore, the working group visited the households, grasped their wishes, clearly explained the policy so that people could understand correctly and soon agree with the local policy. The group acknowledged the people's recommendations and will propose to the City Land Clearance Council to have a plan to resolve the problems according to the principle of ensuring harmony of people's interests and compliance with the provisions of the law. "Right from the first days of the year, the Party Executive Committee of the commune held a meeting to assign tasks to comrades in charge of the area, the Fatherland Front and mass organizations to strengthen close contact with the grassroots, close to the people to promptly grasp the situation, propagate and encourage. We divide into groups of opinions to gradually propagate and mobilize people to agree with the major policies of the locality," said Party Secretary and Chairman of the People's Council of Le Loi commune, Nguyen Van Luan.

These days, the road project to the Con Son - Kiep Bac relic site (from National Highway 37 to Con Son Pagoda) is also bustling with construction. Viet Hoa Construction and Trading Joint Stock Company, the construction unit of this road, has had to mobilize many vehicles such as excavators, bulldozers, rollers and human resources to speed up the project's construction progress. "We will construct wherever we have the land. Up to now, the unit has paved more than 1.1 km and completed the road surface structure of 3/4 of the main route. According to the plan, the project will be completed in October. However, with the rapid site clearance progress of Chi Linh City, we will speed up the progress, the project may be completed 2-3 months ahead of schedule", said Mr. Le Manh Cuong, Deputy Commander of the construction site (Viet Hoa Construction and Trading Joint Stock Company). In order to have the land to hand over to the construction contractor soon, Chi Linh City has focused all its efforts on site clearance.

In addition to reviewing and grasping each case where people still make recommendations to receive and explain, Chi Linh City has increased propaganda, mobilization and persuasion for people. The city has arranged competent and experienced staff to participate in compensation and site clearance work. Site clearance stages are strictly implemented according to regulations, resolutely dealing with cases of deliberate procrastination. People's Committees of communes and wards have done a good job of reviewing the origin, time of land use, and creation of assets on land; promptly detecting inappropriate contents to make recommendations and adjust according to regulations, avoiding causing damage to the State, organizations and individuals...

Clearly identifying site clearance as a shared responsibility of the entire political system, the Chi Linh City Party Committee has chosen site clearance as the theme for two consecutive years. This determination has helped Chi Linh handle the largest amount of work related to site clearance ever in a short period of time.

In 2024, Chi Linh City will implement the province's traffic projects including: the road to the Con Son - Kiep Bac relic site (from National Highway 37 to Con Son Pagoda); the road project to the Con Son - Kiep Bac relic site (the left side of the road to Kiep Bac Temple) and the Dong Viet bridge approach project connecting to National Highway 37 (phase 2). To serve these projects, Chi Linh City must reclaim over 350 land plots under the use rights of more than 300 organizations, families and individuals. To date, nearly 120 organizations, families and individuals have received compensation (about 40%) with a total cost of over 62 billion VND, dismantling, moving assets and handing them over to the council.

With this approach, in 2023, Chi Linh City will focus on quickly clearing the land for 17 projects, ensuring legal procedures and gaining consensus from the people. Chi Linh City has paid nearly 500 billion VND in compensation and support to over 1,600 affected households. Despite the large volume of work and short time, no measures to support construction or compulsory recovery have been used in any case, and the legitimate rights of the people are guaranteed... The locality ensures the progress of handing over the land to investors to implement projects and works in the area...

“To continue to effectively carry out the site clearance work, the locality continues to mobilize the participation of the entire political system; at the same time, actively propagate and mobilize people to effectively implement the policies of the Party and State, strengthen solidarity, promote democracy, and pay attention to ensuring the legitimate interests of the people in the site clearance work,” said Nguyen Van Huynh, Standing Vice Chairman of the People's Committee of Chi Linh City.
