Vice Chairman of the National Assembly Tran Quang Phuong requested the Ministry of Public Security to coordinate with all levels to inspect the traffic light system, so that people are not wronged when the lights malfunction.
On the morning of January 6, the National Assembly Standing Committee gave its opinion on the report on people's petitions in December. New regulations on increasing fines for traffic violations according to Decree 168/2024, especially for red light violations, have attracted much attention from voters.
Vice Chairman of the National Assembly Tran Quang Phuong said that since Decree 168/2024 and the new circular on handling violations of security, order and traffic safety took effect, people's awareness has improved. The proposal to inspect the traffic light system comes from voters' concerns sent to National Assembly delegations.
Chairman of the Economic Committee Vu Hong Thanh said that through monitoring, the spillover effect of Decree 168/2024 on administrative sanctions for violations of traffic order and safety in the field of road traffic; deduction of points, restoration of driving license points is very positive. After only one day of implementation, people's traffic awareness has improved.
"However, there are places where the traffic signal system is not operating properly and there are still technical problems," Mr. Thanh said, requesting that the authorities in charge of managing and maintaining the traffic light system handle the problem promptly to have a basis for strictly handling violations.
National Assembly Chairman Tran Thanh Man agreed that authorities should strictly implement new regulations on traffic violation penalties, but it is necessary to step up propaganda and dissemination, especially through the media to each household and each person.
"The dissemination of laws, decrees, and circulars is not yet deep and permeable. People have sent many text messages and phone calls to our phone to reflect their opinions. We request that the Government and the Ministry of Public Security be resolute and decisive, but must disseminate information so that people understand," said Mr. Man.
Speaking afterwards, Senior Lieutenant General Tran Quoc To, Deputy Minister of Public Security, said that he had proactively resolved the content of the report on people's petitions. Decree 168/2024 takes effect from January 1, 2025. Many violations will have their penalties increased sharply, such as car drivers running red lights will be fined 18-20 million VND, more than 3 times higher than the previous regulation. Drivers violating alcohol concentration levels of 0.25-0.4 mg/liter of breath or 50-80 mg/100ml of blood will be fined 18-20 million VND, an increase of 2 million VND.
In addition, some acts such as transporting goods on a vehicle that is not securely tied; obstructing or failing to comply with inspection and control requests from law enforcement officers; failing to comply with traffic controllers' instructions... will have fines 3 to 30 times higher than current ones.
