The Minister of Home Affairs affirmed that there will be no rearrangement or reorganization of administrative units today, but will continue to rearrange and reorganize at another time.

Referring to the arrangement and reorganization of administrative units, Ms. Pham Thi Thanh Tra shared that this is an important task, a major matter when advising on the rearrangement of the provincial level, building a two-level local government model, and reorganizing grassroots administrative units (commune level).

"The Politburo's orientation in rearranging and reorganizing administrative units is to prepare for the country's development in the new era, with the goal of expanding space, creating development momentum, and ensuring long-term stability of the country. There will be no rearranging and reorganizing of administrative units today but will continue to rearrange and reorganize at another time," the Minister of Home Affairs affirmed.

Minister Pham Thi Thanh Tra pointed out that the core and continuous task of units under the Ministry of Home Affairs is to promote the construction and completion of the institutional system.

According to Ms. Pham Thi Thanh Tra, in 2025, the Ministry of Home Affairs has many tasks that need to be consulted and amended in a number of laws and related documents such as: Law on Organization of Local Government; Law on Cadres and Civil Servants; Law on Public Employees...

In particular, the Ministry of Home Affairs needs to advise competent authorities to amend a number of articles stipulated in the Constitution to perfect the contents related to provincial administrative units and local authorities.

In addition, the Minister mentioned the task of amending and supplementing a number of articles of Decree 178/2024 of the Government (on policies and regimes for cadres, civil servants, public employees, workers and armed forces in implementing the reorganization of the political system) which also has high requirements, is really urgent, and is awaited by ministries, branches and localities.

"According to Conclusion No. 75 of the Politburo, this is a very urgent task that cannot be delayed any longer and must be issued soon so that ministries, branches and localities have a basis for implementation. After amending the Decree, we must continue to amend the Circular to ensure synchronous implementation," the Minister of Home Affairs emphasized.

Noting the need to well implement the key tasks on labor, employment, and meritorious people, Ms. Pham Thi Thanh Tra recognized that this is a very big social issue, an important task, and it is necessary to properly assess the actual ability of the labor market to meet the quality of human resources, the issue of overseas labor, and the competitiveness of workers in the market.

From there, the Minister suggested that the Department of Employment and the Institute of State Organization and Labor Science need to fully and comprehensively assess the issue of labor and employment, thereby advising and proposing tasks and solutions to meet market requirements with a vision for the next 5-10 years and beyond.

Regarding social insurance and wages, the Minister of Home Affairs requested relevant units to review and re-evaluate the implementation of Conclusion No. 83 of the Politburo (on wage reform; adjusting pensions, social insurance benefits, preferential allowances for meritorious people and social allowances from July 1, 2024). This will be used as a basis to propose advice and amend Resolution No. 27 of the Central Committee on wage reform, and promptly report to the National Assembly in the next session.

The Minister noted the assignment of tasks to each Deputy Minister as well as members of the Executive Committee, Standing Committee, and heads of affiliated units, ensuring smooth operation so that after the merger of the two ministries, joint activities must be stronger, more effective, of higher quality, and better meet the requirements of the new situation.

According to Ms. Pham Thi Thanh Tra, the Ministry of Home Affairs has the political role and task of being closely associated with all laborers, including cadres, civil servants, public employees and all workers nationwide.

"All policies in the field of the Ministry of Home Affairs demonstrate the spirit of serving cadres, civil servants, public employees and all workers nationwide," the Minister noted.

The Minister stated that the Party Committee of the Ministry of Home Affairs is a new Party Committee, converging many historical, political, legal and cultural factors, so it must ensure inheritance, stability and development, and also requires building a truly united, responsible, dedicated and exemplary collective.

According to the decision announced at the conference, the Government Party Committee appointed Minister of Home Affairs Pham Thi Thanh Tra to hold the position of Secretary of the Party Committee of the Ministry of Home Affairs for the 2020-2025 term.

The Government Party Committee appointed two Deputy Secretaries of the Party Committee of the Ministry of Home Affairs, including Deputy Minister Truong Hai Long to hold the position of Permanent Deputy Secretary and Chief Inspector Nguyen Manh Khuong to hold the position of full-time Deputy Secretary of the Party Committee of the Ministry of Home Affairs.
