Dong Nai Provincial Police have determined that there are signs of crime in the illegal construction of 488 villas at the Tan Thinh residential area project.
On May 29, Dong Nai Police initiated a case of abusing position and power while performing official duties under Article 356 of the Penal Code, to clarify violations in the illegal construction of 488 villas in Doi 61 commune, Trang Bom district.
The Tan Thinh residential area project is invested by LDG Investment Joint Stock Company. Previously, the Dong Nai provincial inspectorate issued a conclusion, identifying more than 20 leaders and officials of departments and agencies and the Trang Bom District People's Committee for violations. The case was put under surveillance by the Standing Committee of the Central Steering Committee on Anti-Corruption and Negativity in November 2022.

In 2016, the provincial government approved the Tan Thinh residential area project location in Doi 61 commune. Two years later, the province approved the detailed construction plan at a scale of 1/500 as well as the project's environmental impact assessment report and approved the investment policy decision.
The project's land area comes from 402 plots of land belonging to An Vien Rubber Farm and households and individuals. Of these, 339 plots have been granted land use right certificates to 26 households, individuals and LDG Investment Joint Stock Company with an area of over 15 hectares. This company uses the plots of land through forms of land transfer, land use authorization and land sale and purchase by handwritten documents, which are not in accordance with the law.
According to the Dong Nai Provincial Inspectorate, although the land has not been allocated and the purpose of use has not been changed, and the construction permit has not been granted to carry out the project investment, LDG Investment Joint Stock Company has built 488 villas and townhouses, 290 of which are under construction. The project has constructed a road system, water supply and drainage, electricity, wastewater treatment, and green parks; many shortcomings and violations have occurred in the process of land acquisition, compensation, support, and resettlement...
This project was previously promoted as "Vietnam's first smart city" with amenities such as parks, supermarkets, schools... At times, hundreds of visitors from Ho Chi Minh City, Binh Duong, and Hanoi flocked here every day to trade.

Currently, LDG Investment Joint Stock Company has signed contracts to sell houses to 60 customers for more than 132 billion VND. Customers have paid the company 25-95% of the contract value, and 7 households have moved in. Meanwhile, this project does not meet the conditions for real estate formed in the future to be put into business according to the provisions of law and real estate business.
