Opening of the 37th session of the National Assembly Standing Committee

National Assembly Chairman Tran Thanh Man said the session will last 5.5 days, divided into 2 sessions (session 1: September 12 and morning of September 13; session 2: from September 23 to 26) with 23 difficult and complicated contents.

Regarding legislative work, the National Assembly Standing Committee will review and comment on 11 draft laws submitted to the National Assembly at the 8th Session, including 2 draft laws submitted to the National Assembly for comment and approval at the session: the Law amending and supplementing a number of articles of the Law on Officers of the Vietnam People's Army; the Law amending and supplementing a number of articles of the Law on Health Insurance.

At the same time, the National Assembly Standing Committee will also consider the Ordinance on Management and Protection of the Ho Chi Minh Mausoleum.

The National Assembly Chairman said that the Government has submitted a proposal to add 3 draft laws to the 2024 Law and Ordinance Development Program, including: Draft Law on Public Investment (amended); Draft Law on amending and supplementing a number of articles of the Law on Planning, Law on Investment, Law on Investment under the public-private partnership model and Law on Bidding; Draft Law on amending and supplementing a number of articles of the Law on Securities, Law on Accounting, Law on Independent Audit, Law on State Budget, Law on Management and Use of Public Assets, Law on Tax Administration, Law on National Reserves.

The National Assembly Chairman requested the Standing Committee of the Law Committee to urgently inspect and study carefully, and report to the National Assembly Standing Committee for consideration to add to the meeting agenda in the spirit of ensuring quality and meeting the conditions for approval.

Regarding supervision work, at the meeting, the National Assembly Standing Committee will review and give opinions on contents related to 2 supervision topics: The National Assembly's supervision topic on "Implementation of policies and laws on real estate market management and social housing development from 2015 to 2023"; The National Assembly Standing Committee's supervision topic on "Implementation of policies and laws on ensuring traffic order and safety from 2009 to 2023" and reports on judicial work, annual audits, and a number of other important reports.

The National Assembly Standing Committee will summarize the 8th Extraordinary Session and give opinions on the preparation for the 8th Session of the 15th National Assembly. Consider 2 draft joint resolutions between the National Assembly Standing Committee, the Government, and the Presidium of the Central Committee of the Vietnam Fatherland Front detailing the organization of meetings with voters of National Assembly deputies and People's Council deputies at all levels. Consider and approve the Prime Minister's proposal on the appointment of the Ambassador Extraordinary and Plenipotentiary of the Socialist Republic of Vietnam and consider the report on the work of people's petitions in August 2024 according to practice.

In addition, the National Assembly Standing Committee will also review and comment on a number of written reports so that the editing agencies can complete them and soon send the documents to National Assembly deputies.

The National Assembly Standing Committee has agreed to shorten the time for presenting proposals and reports as much as possible. The National Assembly Chairman requested that agencies report concisely, comply with the allowed time, and spend time focusing on discussing important issues, issues with different opinions, and content requiring comments.

At the same time, National Assembly Chairman Tran Thanh Man requested relevant agencies to thoroughly grasp the spirit of General Secretary and President To Lam, which is to focus highly on removing institutional obstacles, resolving and overcoming bottlenecks, all for the socio-economic development of the country, to ensure and improve the people's lives.

Noting that the workload of the 8th Session is very large, with many important contents, the National Assembly Chairman clearly stated that the root of the work is the active preparation of the Government, relevant ministries and branches, the Nationalities Council and the National Assembly Committees. It is the peak time, we can work day and night to properly and accurately review and ensure the quality of reports and draft laws.

The National Assembly Chairman requested relevant agencies to ensure the composition of the meeting participants, and members of the National Assembly Standing Committee to arrange their work, focus, and devote maximum time to the meeting to ensure the highest quality.

After the opening speech of the National Assembly Chairman, under the direction of Vice Chairman of the National Assembly Nguyen Duc Hai, the National Assembly Standing Committee gave opinions on the draft Law on Chemicals (amended).
