Supervise to the end the implementation of requests and recommendations of the National Assembly and the National Assembly Standing Committee

This is the first time during the term of the 15th National Assembly that the National Assembly Standing Committee has carried out "re-supervision," demonstrating its responsibility to supervise to the end the implementation of the National Assembly's requirements.

Continuing the 36th session, on the morning of August 21, the National Assembly Standing Committee conducted question-and-answer activities to review the implementation of the Government, ministries and branches on 6 resolutions on question-and-answer and thematic supervision of the National Assembly Standing Committee from the beginning of the 15th National Assembly term to the end of 2023.

The question and answer session was broadcast live to 62 points of the National Assembly Delegation of provinces and cities and was broadcast live on Voice of Vietnam, Vietnam Television and Vietnam National Assembly Television.

Chairing and delivering the opening speech, National Assembly Chairman Tran Thanh Man stated that this was the first time in the term of the 15th National Assembly that the National Assembly Standing Committee had carried out the activity of “re-supervision”, demonstrating the responsibility of the National Assembly Standing Committee in supervising to the end the implementation of the requests and recommendations of the National Assembly and the National Assembly Standing Committee; thereby comprehensively assessing and clarifying the difficulties and obstacles in the implementation process, thereby finding solutions to promptly remove them, further enhancing the responsibility of the agencies under supervision. At the same time, it also demonstrated the companionship of the National Assembly and the National Assembly Standing Committee with the Government in implementing and carrying out the requirements set forth by the National Assembly Standing Committee in resolutions on thematic supervision and questioning.

The issues and fields that the National Assembly Standing Committee supervises and questions are all important and of great interest to voters and people.

Through reports and practical results, it is shown that the implementation of the resolutions of the National Assembly Standing Committee has achieved many remarkable results, creating positive changes, demonstrating the determination and high sense of responsibility of the Government, the Prime Minister, members of the Government and heads of sectors, contributing to promoting socio-economic development, ensuring national defense and security and foreign affairs, and preventing and combating corruption and negativity.

However, some implementation contents are still slow, some effective contents and implementation results have not met requirements.

The National Assembly Chairman said that in order to prepare for this activity, very early (February 2024), the National Assembly Standing Committee issued a Plan for relevant agencies to proactively prepare for implementation. The Government, the Supreme People's Court, the Supreme People's Procuracy, ministries and branches have actively prepared and sent to the National Assembly deputies 16 reports on various fields, presenting quite detailed and specific implementation for each content and field mentioned in the resolutions.

On that basis, the agencies of the National Assembly and the People's Petition Committee have had 8 reports stating opinions and specific assessments on the implementation of each field; the Secretary General of the National Assembly also has a summary report assessing the implementation of each field according to the resolutions.

According to the question-and-answer session program, National Assembly deputies will question two groups of issues: the first group of issues related to the fields of industry and trade; agriculture and rural development; culture, sports and tourism; the second group of issues related to the fields of justice; internal affairs; security, order and social safety; inspection; court; and prosecution. The questioning time is 1.5 days.

To ensure maximum efficiency in the use of time, the chair of the session will invite 3 to 5 delegates to ask questions at a time; each delegate will raise an issue for no more than 1 minute and each question will focus on one most pressing issue, within the scope of the 6 resolutions of the National Assembly Standing Committee.

The National Assembly Chairman asked the delegates to speak slowly and clearly so that ministers and heads of sectors can monitor, facilitate recording, summarizing and answering correctly and accurately the issues that the delegates are interested in.

Delegates may debate with the person being questioned to clarify the issue being questioned; delegates may not use the right to debate to raise questions or debate with the delegate who has previously been questioned; the time for each debate shall not exceed 2 minutes, and the time for answering shall not exceed 3 minutes for each question.

Continuing the success of the questioning activities at the recent sessions, the National Assembly Chairman believes that with the intelligence, high sense of responsibility, practical work experience, deep expertise and a firm grasp of the actual situation in localities and bases of the National Assembly deputies, the questioning and answering sessions will take place enthusiastically, in a constructive spirit, with a lot of information reflecting the actual situation, with many proposals, recommendations and suggestions for the Government, ministers and heads of sectors in the work of directing, managing, operating, overcoming limitations, resolving difficulties and problems, meeting the expectations of voters and people nationwide.

The National Assembly Chairman also expressed his belief that members of the Government and heads of sectors will continue to demonstrate a sense of responsibility, make the highest efforts, answer frankly and accurately the issues raised by delegates, propose specific tasks, solutions and implementation deadlines, contributing to the successful implementation of the goals and tasks set by the National Assembly and the Government for 2024 and the Resolution of the 13th National Congress of the Party.
