Mobilizing 200 police officers, divided into 18 teams to destroy the female DJ's drug production line

The Ministry of Public Security mobilized 200 police officers, divided into 18 teams, to destroy a female DJ's drug production line of 750kg of "happy water".

On November 22, the Drug Crime Investigation Police Department, Ministry of Public Security (C04) announced that the unit had just dismantled a large-scale "happy water" drug production ring led by female DJ Nguyen Thi Hoai (31 years old, residing in District 1, Ho Chi Minh City).

According to investigation documents, in early 2023, the unit discovered a group of suspects mixing and packaging the synthetic drug "happy water" on a large scale.

The subjects buy drugs and additives from abroad and pack them in attractive, eye-catching coffee and herbal tea packages, each weighing 15 grams. The target market is young people, students, and pupils who want to explore and discover new things.

The methods of the subjects are to buy and sell drugs via social networks, transfer money through bank accounts, hire transportation companies to bring drugs, additives, and packaging to Vietnam to gather at warehouses in Ho Chi Minh City. To avoid detection, they often change the places where they hide, mix, and package drugs.

The three subjects assigned by Hoai to mix and package drugs were Mac Duc Vinh (34 years old, from Hai Duong), Dao Hoang Nam and Nguyen Hung Long (both 35 years old, from Ho Chi Minh City). Supervision was assigned to Thach Hoang Minh (42 years old, from Tra Vinh) and Vo Thi Quynh Trang (26 years old, from Ho Chi Minh City).

At the end of May, the detectives received information that the subjects were preparing to sell the "goods". Determining that this was the right time to solve the case, the Special Task Force mobilized more than 200 officers and soldiers, divided into 18 working groups, to monitor and supervise the 11 main subjects.

"Happy Water" disguised as a tea box

On the morning of June 5, a task force caught Minh and Trang red-handed, seizing 67kg of synthetic drugs, including nearly 9,000 packages of finished drugs labeled Chali, deadpool, foryou, coffee, crispy fruit and 20kg of unpackaged powdered synthetic drugs.

Immediately after being caught red-handed, 17 working groups simultaneously detained other subjects in the ring, urgently searched 7 locations for hiding, mixing, and packaging drugs; at the same time, detained subjects who bought, sold, stored, and organized illegal use of drugs.

As a result, the Special Task Force detained 17 subjects, seized 217 kg of various synthetic drugs, 208 kg of packaging, and many tools and means used for mixing, packaging, and transporting drugs. It is estimated that the packaging can make about 1 ton of "happy water" drugs.

Expanding the case, on August 17, the Special Task Force arrested Bui Trung Nguyen (18 years old), seized 3kg of synthetic drugs along with conveyor belts, powder, additives, and packaging used in drug production and packaging.

To date, C04 has initiated a case and prosecuted 10 defendants. Initially, the investigation agency clarified that within six months, the subjects had mixed, packaged and released to the market about 750kg of "happy water" drugs.
