Hai Duong Provincial People's Council passed 27 important resolutions

After half a day of work, the 26th session of the 17th Hai Duong Provincial People's Council closed, passing 27 important resolutions.
Comrade Le Van Hieu, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the National Assembly Delegation of Hai Duong province delivered a closing speech at the session.
Speaking at the closing session, comrade Le Van Hieu, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the National Assembly Delegation of Hai Duong province acknowledged that the Provincial People's Council delegates worked actively, democratically, responsibly, and unanimously approved a large number of contents considered and resolved at the session.
Comrade Le Van Hieu sympathized with the people of his province affected by storm No. 3 and the floods after the storm.
The Chairman of the Provincial People's Council requested the Provincial People's Committee to urgently direct the research and implementation of policies to support the restoration of life and production after the storm, especially credit policies and agricultural production...
Hai Duong Provincial People's Council passed 27 resolutions at the 26th Session.
The Provincial People's Committee and departments and branches need to continue to be proactive and active in coordinating with the committees and delegates of the Provincial People's Council in developing resolutions right from the policy-making process.
Comrade Le Van Hieu requested the Provincial People's Committee to continue to promote spirit, responsibility and determination in implementing the resolution.
At the regular mid-year meeting of 2024, the Hai Duong Provincial People's Council issued a resolution on the implementation of conclusions and recommendations through the supervision activities of the Provincial People's Council since the beginning of the term. The Provincial People's Committee needs to focus on directing the implementation.
In the context of many new laws taking effect, the provincial People's Council committees, departments and branches actively coordinate to submit and advise the province to issue resolutions and decisions within their authority.

Comrade Le Anh Dung, Provincial Party Committee member, Director of the Department of Planning and Investment, read a number of draft resolutions proposing decisions on investment policies for public investment projects.
Provincial People's Council delegates voted to approve two resolutions on personnel work and 25 resolutions deciding on many important policies of the province.
Resolutions adopted at the 26th Session:
1. Regulations on the quantity and level of monthly support for medical staff in villages and residential areas in communes, wards and towns in Hai Duong province
2. Amendments to the Land Price List for the period 2020 - 2024 in Hai Duong province have been amended and supplemented according to Resolution No. 12/2024/NQ-HDND dated August 12, 2024 of the Provincial People's Council.
3. Regulations on tuition fees and list of revenues, collection levels, revenue and expenditure management mechanisms for services supporting educational activities at public preschools and general education institutions in Hai Duong province.
4. Dismissal from the position of Member of the People's Committee of Hai Duong province, term XVII, term 2021 - 2026
5. Election of additional members to the People's Committee of Hai Duong province, term XVII, 2021 - 2026
6. Regulations on the authority to decide on investment and procurement of information technology application activities using regular expenditure funds from the state budget under the management of Hai Duong province.
7. Decision on investment policy for the National Highway 5 service road project on the right from Ghe intersection to Lai Cach intersection (km40+240 - km43+870) for the remaining sections and from Lai Cach commercial urban area to the end of Cam Binh shoe company on the left side of the route (km44+205 - km44+795)
8. Decision on investment policy for the Project of building Ho Chi Minh room, dining room, kitchen, warehouse and renovating and repairing some items of Infantry Battalion 2, Infantry Regiment 125, Military Command of Hai Duong province
9. Decide on the list of land plots to be auctioned to select investors to implement investment projects using land in Hai Duong province.
10. Decision to adjust the investment policy of the Project to invest in the construction of the road and Van bridge connecting National Highway 37, Chi Linh City with the approach road to Trieu Bridge, Kinh Mon Town
11. Decision to adjust the investment policy of the Project to upgrade and expand provincial road 391 from Hai Duong city to the East-West axis road, Hai Duong province
12. Decision to adjust the investment policy of the Project to invest in the construction of the extended provincial road 396 (section connecting from provincial road 391 to provincial road 390)
13. Decision on investment policy for the Project to invest in the construction of 10 commune-level medical stations, including: (1) Cam Thuong Ward, Hai Duong City; (2) Chi Minh Ward, Chi Linh City; (3) Le Ninh Commune, Kinh Mon Town; (4) Tam Ky Commune, Kim Thanh District; (5) Thanh Lang Commune, Thanh Ha District; (6) Hiep Luc Commune, Ninh Giang District; (7) Tien Dong Commune, Tu Ky District; (8) Dong Quang Commune, Gia Loc District; (9) Cam Dong Commune, Cam Giang District; (10) Thai Hoa Commune, Binh Giang District)
14. Decision on investment policy for the Project to upgrade multi-purpose studio, general control equipment and editing system, program production equipment
15. Policy on promulgating regulations on percentage rates for calculating land rental prices, land rental prices for underground construction, land rental prices for land with water surface in Hai Duong province
16. Allocation of the 5-year local budget public investment plan 2021 - 2025 and allocation and adjustment of the state budget capital plan 2024
17. Decision to adjust the investment policy of Ta Quang Buu Apartment Complex Project, Binh Han Ward, Hai Duong City
18. Approval of the zoning plan for Hoang Dieu Industrial Park, Gia Loc district, scale 1/2000
19. Approval of the zoning planning task for Nam Sach 1 Industrial Park, Nam Sach district, scale 1/2000
20. Decision on investment policy for the Project of Renovation, repair, and construction of a number of construction items, and addition of equipment and facilities for the Hai Duong Province Drug Rehabilitation Center
