Hai Duong considers implementing 9 public investment projects

At the 24th session, the Provincial People's Council will consider investment policies for 9 projects in the fields of transportation, natural resources and environment, information and communication, labor, war invalids, society, culture and sports. That is the project to build a bridge over the Thai Binh River and the access road on the Ring Road I (Hai Duong City) from Provincial Road 391 to Provincial Road 390C with a total investment of more than 1,200 billion VND, using about 10.9 hectares of land in Ngoc Son and Tien Tien communes (Hai Duong City). The implementation period is from 2024 to 2027. The project to build some sections of the northern service road of National Highway 5 in Kim Thanh district has a preliminary investment of 400 billion VND. The service road passes through the communes of Cong Hoa, Co Dung, Tuan Viet, Kim Xuyen and Phuc Thanh. The project will be implemented in the period of 2024-2026. There are also construction projects: Hai Duong province's Martyrs Temple, restoration of Con Son stream, training, coaching and sports competition center in Hai Duong province's cultural and sports complex; renovation, repair and preservation of artifacts at Hai Duong province's Museum...

Speaking at the meeting, Permanent Vice Chairwoman of the Provincial People's Council Nguyen Thi Ngoc Bich requested that for the two transportation projects, the Department of Planning and Investment needs to clarify the suitability with the land use plan, the ability to clear the site and the implementation roadmap.

The Standing Vice Chairman of the Provincial People's Council also requested an explanation of the reasons for choosing to invest in the project of purchasing and upgrading the radio and information system in the period of 2021-2025 in Cam Giang, Kim Thanh and Nam Sach districts. After the investment, will it be guaranteed to be synchronized with the radio system of the whole province?

The project to build a labor and employment database to ensure social security is necessary, but it is necessary to evaluate the human resources for exploitation and operation. The province has deployed a shared database with integration, so is building a separate database for the labor and employment sector wasteful?

For the project to build and complete the land records system and land database of Hai Duong province, the Economic and Budget Committee proposed to further study the part of hiring services to connect and share data. According to regulations, the parts of hiring services will not use public investment capital.

At the meeting, the Economic-Budget Committee also requested the Department of Planning and Investment and investment proposal agencies to clarify a number of issues regarding the basis and investment necessity of 4 construction investment projects: Hai Duong Martyrs' Temple, restoration of Con Son stream, Sports training, coaching and competition center of Hai Duong Provincial Cultural and Sports Complex; renovation, repair and preservation of artifacts at Hai Duong Provincial Museum. At the same time, review the submission and draft Resolution proposing to adjust and allocate the 5-year local budget public investment plan for 2021-2025 and 2024 (6th time); stipulate criteria for deciding on bidding and selecting investors to implement investment projects to build new urban areas or renovate and embellish urban areas and rural residential area projects in Hai Duong province.
