Hai Duong builds a typical movement of the whole people to protect national security

Each year, the District People's Committee selects at least one commune, one ward/town and one agency (or enterprise, educational institution) to build a typical model.

The Provincial Steering Committee 138 requests the Provincial Police to preside over and coordinate with provincial departments, branches, sectors, and organizations, and district-level People's Committees to advise, guide, inspect, and urge the implementation of the construction of "Typical communes, wards, towns, agencies, enterprises, and educational institutions in the movement of the entire people protecting national security". Each year, direct the selection of at least one agency, enterprise, or educational institution managed by the province to build a model. Guide the implementation of temporary criteria for building a model to ensure practicality, effectiveness, and suitability to reality, avoiding ostentation. Direct local police forces to register to build a model, proactively grasp the situation, promptly detect and advise, and coordinate to resolve incidents related to security and order right from the start, at the grassroots level, not allowing complicated developments and forming "hot spots".

The Department of Education and Training directs educational institutions to organize propaganda activities on the policy of building typical models; disseminate and educate the law to officials, teachers, pupils and students at educational institutions to raise awareness and voluntarily participate in building typical models; actively respond to activities to prevent crimes and social evils; proactively build self-management models of security and order inside and outside the area.

The district-level People's Committee directs the organization of surveys and selection of communes, wards, towns, agencies, enterprises, and educational institutions to build models; effectively implement the movement of the whole people to protect national security, prevent and denounce crimes and violations of the law; allocate funds to build models in the blocks; each year select at least one commune, one ward/town and one agency (or enterprise, educational institution) to build models. For the 10 communes that have been selected to build models of the movement of the whole people to protect national security, it is necessary to continue to advise on maintaining the implementation results and comparing the criteria according to the temporary set of criteria.
