The People's Committee of Hai Duong province has just issued a Directive on strengthening the management, prevention and combat of violations related to weapons, explosives, supporting tools and fireworks during the holidays and Tet in 2024 in the area.
The Provincial People's Committee requests the Provincial Police to preside over and advise on the effective implementation of state management of weapons, explosives, support tools and fireworks; monitor and urge departments, branches, sectors, unions, and district-level People's Committees to organize and implement relevant legal documents. Strengthen situational awareness, effectively implement prevention and combat of all types of crimes and violations of the law related to weapons, explosives, and support tools.
The provincial police coordinate with the Department of Industry and Trade to inspect and strictly manage the business activities of industrial explosives, explosive precursors, and warehouses of industrial explosives; promptly prevent and strictly handle organizations and individuals violating the law.
Provincial Military Command Direct functional forces and local military forces to coordinate closely in managing stores introducing and selling fireworks products produced by Z21 factory. Proactively grasp the situation, detect, combat, and handle cases of trading in fake fireworks branded by Z21 factory; coordinate in developing plans and solutions to protect the safety of locations where fireworks are set off during holidays, Tet, and major political and cultural events of the province in 2024.
Relevant levels, sectors and units should step up management and propaganda work so that cadres, party members and people strictly comply with regulations on buying, selling, transporting, storing and using weapons, explosives, support tools, fireworks...
Heads of units and Chairmen of local People's Committees must be responsible to the Chairman of the Provincial People's Committee if they are lax in directing and managing, lack inspection and supervision, and fail to resolutely prevent and thoroughly handle activities that allow illegal production, storage, trading, transportation, and use of weapons, explosives, support tools, and fireworks, especially the complicated situation of illegal fireworks, causing bad public opinion.
