Hai Duong temporarily stops recruiting teachers

The suspension will last until the Ministry of Education and Training amends Circular No. 19/2023/TT-BGDDT and Circular No. 20/2023/TT-BGDDT providing guidance on job positions, staff structure by professional title and quotas for the number of employees in public preschools, general education institutions and specialized schools.

For district-level People's Committees and public service units under the Department of Education and Training that need to recruit teachers and staff in 2024, based on regulations on decentralization, develop recruitment plans and targets and organize recruitment according to prescribed authority after being appraised by the Department of Home Affairs.

For public educational institutions that lack workers but have not yet recruited civil servants, labor contracts shall be signed in accordance with Decree 111/2022/ND-CP of the Government on contracts for certain types of work in administrative agencies and public service units.

According to the Hai Duong Department of Home Affairs, in 2024, the whole province needs to recruit 1,067 teachers. Specifically, it needs to recruit 275 preschool teachers; 319 primary school teachers; 415 secondary school teachers; 13 teachers for the Center for Vocational Education - Continuing Education and 45 high school teachers.

However, the implementation of the steps in the recruitment process is facing some difficulties and problems when implementing new related regulations and instructions, including Circular No. 19/2023/TT-BGDDT and Circular No. 20/2023/TT-BGDDT.
