Hai Duong strives to have over 85,000 people with university degrees or higher by 2030.

This is the goal set forth by Hai Duong province in the plan to implement the Resolution of the 8th Conference of the 13th Party Central Committee on "Continuing to build and promote the role of intellectuals to meet the requirements of rapid and sustainable national development in the new period" issued by the Provincial People's Committee on April 22.

Accordingly, Hai Duong strives to have over 85,000 people with university degrees or higher living and working in the province by 2030, accounting for about 3% of the province's total population.

To achieve the above goal, Hai Duong is interested in implementing a human resource development strategy to meet the development requirements of the province; attracting young intellectuals with formal training, good capacity and ethics to work locally through recruitment and salary policies, creating a favorable working environment for them to promote their creativity and dedication.

Build a database of intellectuals, do a good job of forecasting, requesting, and planning for the development of intellectuals in each industry, field, and locality.
