The People's Committee of Hai Duong province has just issued a Plan to implement the national strategy on attracting and employing talents until 2030, with a vision to 2050. The province strives to have 10% of the people recruited to work in state agencies as talented people.
Talents are people with outstanding qualifications and creativity; with special works, products, achievements, merits or contributions that create progress and development in industries and fields.
According to the plan, Hai Duong strives to have 10% of the total number of newly recruited people working in state agencies, organizations and units as talented people by 2025.
By 2030, the orientation to 2050 is to maintain the rate of talents attracted to work at agencies, organizations, and units under the province's management authority at no less than 10% compared to the total number of new recruitment cases each year. 100% of the talents (recognized) continue to stay and work after 5 years of being attracted and promoted to work at state agencies, organizations, and units under the province's management authority. The rate of talents trained and fostered in the field of science and technology will reach 30% by 2025; 60% by 2030, and 100% by 2050.
Hai Duong focuses on attracting talents such as leading experts, young talents and promising talents in the fields of politics, economics, science - technology, culture - society and other fields to work in the province.
The plan to implement the national strategy on attracting and employing talents until 2030, with a vision to 2050, aims to build and effectively implement strong, breakthrough policies and solutions to attract and employ talents; contributing to effectively implementing the breakthrough strategy for developing high-quality human resources in Hai Duong province.
