Hai Duong implements transparency in reviewing poor households to ensure fairness, democracy, and targeting of the right subjects in implementing social security policies.

With the criteria of ensuring publicity, transparency, and targeting the right subjects, localities in the province have strictly implemented steps to review poor and near-poor households in 2024.

Realizing that the review of poor households must be truly objective and democratic, Ms. Nguyen Thi Huong, Party Cell Secretary, Head of Tien Son Residential Area, Cong Hoa Ward (Chi Linh) said that the residential area has strictly followed the steps from establishing the Review Team. After that, the area held a meeting of the Village Front Working Committee, assigned each member of the team to conduct a review of each poor and near-poor household in 2023 and households with applications to be listed as poor households in 2024 according to the multidimensional poverty criteria form for the period 2021-2025.

After that, the area publicly announced the list of poor households at the cultural house according to regulations to ask for people's opinions to ensure objectivity and democracy. "The results of our residential area's review are completely accurate, based on the State's regulations and the actual circumstances of the people. Therefore, the people in the area also highly agreed," said Ms. Huong.

Similarly, at the commune level, localities in the province have also implemented very systematically, in accordance with the instructions of the superiors and the actual situation in the locality. The labor, war invalids and social affairs officer of Thach Loi commune (Cam Giang) said that the commune has developed a plan to review poor households and strengthen the commune's poverty review steering committee. In particular, the locality has widely announced on loudspeakers about the policy of reviewing poor households, emphasizing that new households need to submit applications for poverty review to ensure the rights of the people.

When the villages have completed the review and reported the list to the commune, the commune's steering committee randomly re-evaluated a number of cases to see if they met the prescribed criteria or not. In particular, it always created conditions for people to participate in contributing their opinions with the viewpoint of not being biased, not creating conditions for any households outside the regulations.

When the province directed, all districts, towns and cities developed detailed review plans; guided communes, wards and towns on the procedures and implementation steps. Ms. Le Thi Lan Phuong, Head of the Department of Labor, War Invalids and Social Affairs of Nam Sach district, said that in order for the review results to be accurate and targeted, after receiving the preliminary results of the communes and towns, the department inspected to assess whether the implementation in the villages and communes was in accordance with the procedures of the steps or not; consulted to see if the people had any opinions. Then the communes sent the documents and forms to the district.

2024 is a very important year, creating the premise to enter the final year of implementing the National Target Program on Sustainable Poverty Reduction for the period 2021-2025. The results of 2024 will be the basis for assessment and finding measures to implement in 2025 to achieve the set goals. In order for the review of poor households to be carried out in accordance with regulations and ensure the right subjects, the Department of Labor, War Invalids and Social Affairs has advised the Provincial People's Committee to issue Plan No. 2838/KH-UBND dated June 24, 2024 to carry out the work. Review of poor and near-poor households in 2024 and the process of identifying agricultural, forestry and fishery households with average living standards in the period 2022-2025 in Hai Duong province.

The Department organized 12 training courses in 12 districts, towns and cities on poverty screening in 2024 for 1,341 investigators who are village and residential area heads and Steering Committees for poverty screening at district and commune levels throughout the province.

The Department of Labor, War Invalids and Social Affairs has submitted to the Steering Committee for reviewing poor and near-poor households for the period 2021-2025 of Hai Duong province to issue Plan No. 3666/KH-BCĐ dated October 8, 2024 on inspecting and supervising the results of the review of poor and near-poor households in 2024 in Hai Duong province. The Provincial Steering Committee organized 2 inspection and supervision teams for the review of poor and near-poor households in 2 localities. The remaining districts, towns and cities will organize their own inspection and supervision according to the instructions.

With a strict and democratic approach, we believe that the results of the 2024 poverty review in Hai Duong will ensure the correct criteria and rights of the people. This will create a solid foundation for the province to plan policies to support the poor, achieving the goal of sustainable poverty reduction according to the province's goals.
