On November 15, the Department of Labor, War Invalids and Social Affairs of Gia Loc district reported on the verification that Ms. Nguyen Thi Doan's household in Pham Tran commune had not been recognized as a poor household.

According to report No. 131/BC-UBND dated November 6 of the People's Committee of Pham Tran commune, the Steering Committee for reviewing poor and near-poor households in Pham Tran commune has properly implemented the process of periodically reviewing poor and near-poor households in 2024 in the commune. Before the review, Pham Tran commune actively disseminated, propagated, and informed about the review of poor and near-poor households so that people knew and requested implementation.

On November 5, the People's Committee of Pham Tran commune worked with Ms. Doan. As a result, in 2024, the Chairman of the People's Committee of Pham Tran commune did not receive Ms. Doan's request to review poor and near-poor households. Therefore, the Steering Committee for reviewing poor and near-poor households of Pham Tran commune had no basis to compile the list.

On November 13, representatives of the Department of Labor, War Invalids and Social Affairs of Gia Loc district worked with Ms. Doan's family and the Head of Nam Cau 2 village. Ms. Doan is living together and enjoying all basic social services with her younger brother's family such as: a 2-storey house with an area of ​​120 m2; 2 air conditioners, 2 motorbikes, mobile phones, washing machines, tap water… Every day, Ms. Doan still goes to plant and take care of melons with her younger brother’s family. In addition, Ms. Doan also works and cultivates on 1.1 sao of rice fields, harvesting 2 crops a year, about 20 million VND.

To ensure objectivity, representatives of the Department of Labor, War Invalids and Social Affairs and the Head of Nam Cau 2 Village used the form to quickly identify poor and near-poor households in the period of 2022-2025 for Ms. Doan's family. The results showed that Ms. Doan's family used a motorbike; air conditioner, refrigerator, hot water heater, washing machine...

Thus, comparing the provisions at Point a, Clause 2, Article 1, Circular No. 07/2021/TT - BLDTBXH dated July 18, 2021 of the Ministry of Labor, War Invalids and Social Affairs guiding the method of reviewing and classifying poor and near-poor households in the period of 2022-2025, if Ms. Doan's family has a request to review poor and near-poor households sent to the Chairman of the People's Committee of Pham Tran commune, when quickly identifying the characteristics of poor and near-poor households, Ms. Doan is also not eligible to be included in the list.

Previously, Hai Duong Newspaper received information reflecting that Ms. Doan had many difficulties in life but had not been recognized as a poor household. Hai Duong Newspaper reporters worked with Ms. Doan and representatives of her younger brother's family, the Head of Nam Cau 2 Village, and the labor, war invalids and social affairs officer of Pham Tran Commune. Hai Duong Electronic Newspaper published the article"Ms. Nguyen Thi Doan in Pham Tran commune (Gia Loc) has not yet submitted a request for approval as a poor household."reflecting that Ms. Doan has not yet submitted a request for recognition as a poor or near-poor household to the village chief.
