Prime Minister 'orders' 3 requests and suggests Vietnamese Youth '5 initiatives'

On the occasion of the 94th anniversary of the founding of the Ho Chi Minh Communist Youth Union (March 26, 1931 - March 26, 2025) and Youth Month 2025, on the afternoon of March 24, at the Government Headquarters, Politburo member, Prime Minister Pham Minh Chinh chaired a dialogue conference with young people on "Vietnamese youth pioneering in science and technology development, innovation and national digital transformation".

Answering questions, suggestions and recommendations from young people, at the dialogue, the Prime Minister "ordered" Vietnamese youth with 3 requests and asked Vietnamese youth to promote the spirit of initiative and creativity with "5 proactiveness" in developing science, technology, innovation and national digital transformation.

Attending the dialogue were comrades: General Luong Tam Quang, Politburo member, Minister of Public Security; Bui Thanh Son, Deputy Prime Minister, Minister of Foreign Affairs; leaders of ministries, branches, and central agencies; especially the participation of 300 young people representing 20 million young people from regions, sectors, fields, ethnic groups, religions... throughout the country.

Before entering the dialogue, Prime Minister Pham Minh Chinh conveyed General Secretary To Lam's best wishes to Vietnamese youth in general and youth delegates participating in the dialogue, wishing Vietnamese youth good health, happiness and success.

Democratic, enthusiastic, straightforward, responsible, effective

The Prime Minister's dialogue with youth program is an annual activity; demonstrating the affection, responsibility and care of the Party, State, specifically the Prime Minister, towards youth.

With the theme "Vietnamese youth pioneering in science and technology development, innovation and national digital transformation", at the 2025 program, the Prime Minister and leaders of central ministries and branches directly answered questions, recommendations, proposals, aspirations and provided solutions to issues of concern to young people; helping young people promote their vanguard spirit, master science and technology, innovation and national digital transformation.

The Prime Minister directly answered and shared solutions for developing science and technology enterprises and innovative startups as proposed by the strategy for developing science, technology and innovation; breakthrough mechanisms and policies to increase the number of students and postgraduates in the field of basic science; specific policies to attract, recruit and retain human resources in science, technology and digital transformation working in agencies of the political system; mechanisms to allow and encourage research organizations and scientists to establish and participate in operating enterprises based on research results; major orientations and solutions to strongly promote the shift in crime prevention and control from traditional manual work to modern, science and technology application; solutions on digital transformation in the health sector to optimize the health care system and disease prevention for people, reduce costs and improve the quality of medical examination and treatment.

The Prime Minister and leaders of ministries and branches also answered questions about Vietnam's strategies and solutions to promote cooperation in scientific research and technology development with countries with advanced science and technology, digital transformation development, especially in the fields of artificial intelligence, biotechnology, quantum technology, semiconductors, atomic energy and other strategic technologies; what mechanisms and policies to support and encourage organizations, individuals and enterprises to invest and build laboratories, research and development centers for science and technology; Vietnam's strategy to participate more deeply in the global semiconductor supply chain and policies to support universities and colleges in recruiting and orienting the semiconductor and artificial intelligence industries in the context of digital transformation...

After a lively, frank and open dialogue with the youth, speaking at the dialogue, Prime Minister Pham Minh Chinh affirmed that the youth are the most physically and mentally energetic force; a force with great potential and spreading power, always eager to rise up, assert themselves, and contribute to the Fatherland and the people.

Throughout the glorious history of the nation, generations of Vietnamese Youth have always played an important role in the process of building, gaining national independence, protecting and developing the country.

According to the Prime Minister, during his lifetime, President Ho Chi Minh always placed his full trust in the youth. In his Letter to the Youth in 1947, he affirmed: “The youth are the future masters of the country. The prosperity or decline, weakness or strength of the country depends largely on the youth.” The Party and the State always promote the role and position of the youth.

In particular, since the promulgation of the Youth Law in 2020, this is the third time the Prime Minister has had a dialogue with Vietnamese Youth; affirming the Government and Prime Minister's interest and expectations for the young generation - the future owners of the country. After the Prime Minister's dialogue with youth programs in 2023 and 2024, ministries, branches and 63/63 provinces and cities have actively organized dialogue conferences between government leaders and youth; promptly implementing and handling youth's proposals and recommendations.

Highly appreciating the theme of the Prime Minister's dialogue with youth program in 2025, Prime Minister Pham Minh Chinh said that this is a theme that inherits the themes of previous years, but is very correct, accurate, and timely with the trend of the times and the requirements of national development, especially when our country is entering a new era - the era of strong, civilized, and prosperous development of the nation, in which innovation and national digital transformation are identified as important pillars, key solutions, and breakthrough methods to achieve the set strategic goals.

Today's youth is the generation born in the era of science and technology, innovation, digital transformation, is the vanguard, core force, a force with unlimited creativity, with the ability to quickly access and master research, development, transfer of science and technology, innovation, startups and national digital transformation.

Appreciating and welcoming the enthusiastic, responsible, sharing, suggestions and recommendations of young people in the 2025 Dialogue Program, the Prime Minister said that Vietnamese youth are clearly demonstrating their spirit, responsibility, pioneering spirit, and readiness to take on the historical mission of youth in the "golden period" of science and technology development, innovation and digital transformation of the country, contributing to bringing Vietnam to develop strongly, powerfully and prosperously in the new era.

Youth promote the spirit of initiative and creativity with "5 proactive"

According to the Prime Minister, in recent times, Vietnamese Youth have affirmed their pioneering role in developing science, technology, innovation and national digital transformation; including 6 outstanding breakthroughs in learning, research and technology development; the start-up and innovation movement has been promoted; actively participating in the national digital transformation process; preserving and promoting national cultural identity; actively participating in international activities; actively transforming digitally in volunteer activities.

On behalf of the Party, State and Government leaders, the Prime Minister acknowledged and commended the efforts, results and achievements of the Ho Chi Minh Communist Youth Union and Vietnamese youth in scientific research, application of technology in production and life, promoting the innovation ecosystem and participating in digital transformation in all fields; affirming that this is not only a proud result but also a strong motivation for the young generation to continue to contribute to the sustainable development of the country.

In addition, the Prime Minister also said that Vietnamese youth continue to face many difficulties, challenges, and major "obstacles" in the international and domestic context under the impact of digitalization and the 4th industrial revolution, especially in terms of the quality of young human resources, competition in the labor market, barriers, science and technology infrastructure, cyber security, personal data security and digital sovereignty protection, etc.; emphasizing that these challenges put on the shoulders of young people the mission of being proactive, pioneering in innovative thinking, constantly cultivating knowledge and mettle to turn difficulties into opportunities, competitive advantages, and striving to master science and technology, and innovate.

The Prime Minister said that in the coming time, the Government and the Prime Minister will focus on directing three key tasks: perfecting institutions, mechanisms, and policies to support young people in developing science, technology, innovation, startups, and digital transformation; developing digital infrastructure, improving the investment and business environment, supporting and creating favorable conditions for young people to participate deeply in developing science, technology, innovation, startups, and national digital transformation; and strongly investing in developing high-quality young human resources, especially in key technology fields.

In order for Vietnamese Youth to become a pioneering and core force in the country's digital age, Prime Minister Pham Minh Chinh suggested that the Ho Chi Minh Communist Youth Union and the Vietnam Youth Union launch practical, effective, and deeply humane emulation movements and have specific programs, plans, tasks, and solutions to further promote the role, contributions, and dedication of Youth; focus on "3 pioneers" and "6 key points", including being a pioneer in innovative thinking and strategic vision; pioneering in science and technology development, innovation, and national digital transformation; pioneering in nationalizing human civilization in our country and internationalizing advanced culture imbued with Vietnamese national identity to the world.

The Prime Minister asked Vietnamese youth to promote the spirit of initiative and creativity with "5 proactive measures" in developing science, technology, innovation and national digital transformation.

In particular, being proactive in studying, scientific research, applying technology, digital transformation; proactively contributing ideas, participating in perfecting institutions, improving the investment, business and startup environment; proactive in smart governance and optimizing work efficiency; proactive in startups, innovation, digital transformation; proactive in international exchange and integration.

Along with that, the Prime Minister made 3 "order" requests for Vietnamese Youth: "Vietnamese Youth have said they will do it, have committed to do it, have made efforts and must make more efforts, have been determined and must be even more determined, have been pioneers and must be even more pioneers in developing science, technology, innovation, and digital transformation".

Thereby, demonstrating the courage, intelligence, and aspiration to contribute to building a strong, civilized, and prosperous country.

Vietnamese youth must act decisively and strongly, realizing their aspirations through specific and effective products, works and projects; especially in the context of a rapidly evolving and complex situation, requiring good use of opportunities and appropriate, flexible and effective policy responses.

Vietnamese youth must promote the spirit of "not being arrogant in victory, not being discouraged in defeat"; must have the mindset of "turning nothing into something, turning difficulty into ease, turning the impossible into the possible", keeping "a pure heart - bright mind - great ambition", thinking deeply, doing great things, looking far and wide; valuing time, intelligence, and timely decisiveness; striving to overcome one's own limits to constantly contribute to the homeland and country.

The Prime Minister requested all levels, sectors and localities to continue researching and perfecting mechanisms and policies and creating a favorable and attractive environment to encourage young people to participate in the process of developing science, technology, innovation and national digital transformation, especially specific mechanisms to attract talents and train young human resources; proactively assign work, place orders, and have outstanding policies and mechanisms to encourage young entrepreneurs, Vietnamese scientists and researchers at home and abroad to participate in scientific research, innovation and national digital transformation activities.

Along with that, continue to seriously and effectively carry out dialogue activities with young people; have more activities to exchange, listen, research, absorb, and solve basic issues that young people are interested in and recommend, especially on promoting the application of science and technology, digital transformation, policies to support young people in studying, researching, working, starting creative businesses, etc.

Prime Minister Pham Minh Chinh requested the Ho Chi Minh Communist Youth Union to continue to strongly innovate in thinking and operation methods; launch many practical and effective movements to promote the pioneering and pioneering role of youth in developing science and technology, innovation, and national digital transformation.

Recalling President Ho Chi Minh's advice: "Young people will be the masters of the country. They must study forever and progress forever to be truly young", the Prime Minister called on Vietnamese youth to further promote the spirit of "Wherever needed, there are young people, wherever difficult, there are young people", always be proactive, creative, actively raise the pioneering flag, and successfully fulfill their mission in the scientific and technological revolution, innovation and national digital transformation.

The Prime Minister hopes and believes that the Vietnamese youth of the new era, with the spirit of "self-reliance, self-confidence, self-reliance, self-strengthening, and national pride", will continue to strive to rise up strongly, overcome all difficulties and challenges, continue the glorious tradition of previous generations, and continue to write new heroic pages of the nation's history.
