Hai Duong addresses voters' opinions on delayed and polluted projects

Hai Duong province has directed the resolution of many voters' petitions regarding projects with slow progress, environmental pollution, and commune mergers.

Speed ​​up the implementation of Kim Thanh 2 industrial park project and Ngoc Island eco-zone

According to the report on responding to voters' opinions and recommendations before and after the 19th Session of the 17th Hai Duong Provincial People's Council, the Provincial People's Committee has stepped in to speed up the progress of a number of projects according to voters' recommendations.

Specifically, voters of Kim Thanh district proposed to speed up the implementation of the Kim Thanh 2 industrial park project. According to the report of the People's Committee of Hai Duong province, the province has issued Decision No. 3217/QD-UBND on approving the task of planning the construction subdivision at a scale of 1/2000 for the Kim Thanh 2 industrial park. Currently, the People's Committee of Kim Thanh district is preparing a plan for planning the construction subdivision at a scale of 1/2000 and has sent it to departments and branches for comments. The Provincial People's Committee will continue to direct the People's Committee of Kim Thanh district, the Department of Construction and relevant agencies to actively implement the contents so that the Kim Thanh 2 industrial park can soon be built and put into operation.

Also related to the project implementation progress, voters of Hai Duong City requested the province to direct Nam Cuong Hanoi Group Joint Stock Company to soon implement the Ngoc Island Eco-zone project. According to the Provincial People's Committee, the Ngoc Island Eco-zone is leveling the ground and investing in the construction of a number of internal traffic routes. The Provincial People's Committee has issued many documents directing and requesting investors to focus resources on investing in the construction and completion of the project as soon as possible. At the same time, investors are allowed to adjust the project implementation progress. According to the project implementation progress approved by the Provincial People's Committee for adjustment in Decision No. 3265/QD-UBND dated December 29, 2023, investors are responsible for investing in the construction of all remaining technical infrastructure works of the project to be completed before December 31, 2025.

Up to now, this company is focusing on implementing the construction of 2 bridges connecting to the Ngoc Island eco-zone and the remaining technical infrastructure items. The Provincial People's Committee will direct the Department of Planning and Investment to take the lead in advising the Provincial People's Committee on handling if the company fails to ensure progress.

Resolutely handle issues related to land and environment

Regarding land, voters of Tai Son commune, Tu Ky district requested the province to direct the issuance of land use right certificates to 28 households along Highway 391 who have submitted all required documents to the People's Committee of Tai Son commune and paid money since 2002 but have not yet been resolved.

According to the report of the Provincial People's Committee, the People's Committee of Tai Son commune assigned the households to use the land with land use fees before preparing the dossier to request the competent authority to allow the change of land use purpose for auction. Therefore, the area, size, and shape of the land plot are not consistent with the drawing. The boundary and landmarks at the time of changing the land use purpose are within the current planning of the protection corridor of Road 391 because Road 391 has been expanded.

The Provincial People's Committee has directed the Tu Ky District People's Committee to urgently prepare a report clarifying the current status of land use, problems and proposals to send to the Provincial People's Committee and the Department of Natural Resources and Environment for final handling.

Concerned about the prolonged pollution situation on T2 canal, voters of Hai Duong city requested solutions. Responding to voters, the People's Committee of Hai Duong province said that Hai Duong city is actively implementing the Project for Integrated Development of Dynamic Urban Areas - Hai Duong city. In particular, investing in a separate water collection system, separate from the rainwater drainage system and a centralized wastewater treatment system with a capacity of 12,000m2/day and night located in the western area of ​​the city. It is expected that by June 2025, the wastewater treatment system will be completed and put into operation, at which time wastewater will basically be collected and treated and the water pollution situation of T2 canal will be resolved.

Support up to 300 million VND/merged commune

Hai Duong Provincial People's Committee said it will support 200 million VND/district with commune-level administrative units subject to rearrangement.

Voters in some districts requested the province to consider synchronously resolving issues when implementing commune mergers such as arranging redundant staff and public offices. The People's Committee of Hai Duong province has directed and promptly issued documents, proposed policies, and guided the People's Committees at district and commune levels to arrange the apparatus and handle public assets to synchronously resolve issues when implementing commune mergers.

Also related to the merger of communes, voters of Gia Loc district requested the province to support funding for the implementation of the merger of commune-level administrative units in the period of 2023 - 2025. Regarding this content, the Provincial People's Committee said that the Department of Finance has consulted on funding support for districts, cities, towns and communes subject to the arrangement in the period of 2023 - 2025 in the 2024 budget estimate. In particular, the funding to support the tasks of preparing for the arrangement is 100 million VND/commune, the funding support after the arrangement is 150 million VND/commune (for 2 communes merged into 1 commune), 200 million VND/commune (for 3 communes merged into 1 commune) and 200 million VND/district with commune-level administrative units subject to the arrangement.

Many opinions and recommendations of voters on other fields have been answered and resolved by the Provincial People's Committee.
