Experience in Thong Nhat commune

At the meeting to evaluate the implementation of the smart village model at the Khay village cultural house, Thong Nhat commune (Gia Loc) on the evening of April 16, members of the village's community digital technology team took advantage of their break to guide people on how to use digital applications and software. "It's very easy to use, I just need to click on the icon with the Hai Duong logo and many items will appear on the phone screen. New news, good news in the province and in the country are all in here," said Mr. Dang Van Vy, nearly 60 years old, who was just guided on how to install and use the Smart-HaiDuong application.

Ms. Nguyen Thi He, a member of the Khay Village Community Digital Technology Team, said that previously it took a long time to register an account and log in to the National Public Service Portal. On the Smart-HaiDuong application, just click on the "Public Services" function to get 3 different login options to submit online applications. "All essential utilities for people such as looking up market information, prices, destinations, booking bus tickets, calling taxis... are available in this application," Ms. He added.

Thong Nhat is one of the leading communes in Gia Loc district in implementing digital transformation tasks. The commune has 6 community digital technology teams consisting of experienced people, knowledgeable about information technology and teachers to support the people. Since the beginning of the year, the commune has completed the task of paying via bank accounts for nearly 400 social security beneficiaries, meritorious people and 227 out of 229 pensioners and social insurance beneficiaries.

"Just two days after the province launched the Smart-HaiDuong application, all cadres, civil servants and public employees of public service units in the commune have completed the installation. Currently, the commune continues to direct the Community Digital Technology Teams to increase propaganda and guide people to install and use this application," said Chairman of Thong Nhat Commune People's Committee Pham Dang Xuyet.

People-centered

Along with Thong Nhat, Pham Tran is one of two communes in Gia Loc district that has completed the criteria for building a model new rural area, including criteria for digital transformation. Notably, the percentage of people of working age in Pham Tran commune using smartphones and mobile networks is very high (95%).

Pham Tran is also one of the localities with many OCOP products in Gia Loc district, with 5 out of 30 products belonging to Tan Minh Duc Cooperative. “We have just been guided and supported by the youth union members to bring OCOP products such as cabbage and cucumber to the Postmart e-commerce platform. This is a good opportunity to promote, introduce and consume agricultural products for the people,” Mr. Hoang Anh Thu, Deputy Director of Tan Minh Duc Cooperative, said excitedly.

Mr. Le Van Sau, Head of the Department of Culture and Information of Gia Loc district, said that the district identified the digital citizen model as the core to promote digital transformation because people with digital skills will easily use digital applications and software, perform online administrative procedures... On the contrary, when digital government, digital economy, and digital society develop, the people themselves will benefit.

Gia Loc district currently has 18 commune-level community digital technology teams; 106 village and residential area community digital technology teams with 547 members. In 2023, the community digital technology teams were very active, guiding the installation of 25,083 public service accounts, 89,490 VNeID accounts and electronic insurance books, health check-up books, etc. The rate of online administrative procedure settlement records in the district reached 94.6%, much higher than the average level of the province (87.4%). Fiber optic cable networks have been extended to all communes and towns, about 90% of households use high-speed internet, over 75% of people use smartphones.
