The Central Executive Committee has just issued Regulation 142-QD/TW on piloting the delegation of authority and responsibility to leaders in personnel work for a period of 5 years from April 23, 2024.
In practice, some senior leaders have to receive Party discipline and take responsibility as leaders for letting their subordinates violate shortcomings, make mistakes, violate the law, commit corruption, etc. The promulgation of this regulation is a new step forward, continuing to encourage more transparency and fairness in the work of organizing cadres. From there, raise awareness and attach responsibility to the leaders in detecting, training, and introducing successor cadres. End the long-standing situation where no individual is primarily responsible for mistakes in introducing "wrong" cadres; it is impossible to blame the collective. From there, all levels will control power and prevent corruption and negativity in cadre work; prevent the situation of "cronyism", appointing relatives, relatives, etc.
According to Regulation 142, the head has the right to introduce a cadre in the on-site planning, or a cadre from another source for a position so that the Party Committee, Party organization, and collective leadership of the agency or unit can consider including it in the list, carry out the cadre work process, and perfect the leadership of the agency or unit that he or she is assigned to be in charge of... The introduction ensures that the selection of cadres into the apparatus must be the right person, for the right job, with sufficient capacity and qualities, meeting the increasingly high requirements of the revolutionary cause led by the Party.
The regulation also clearly states that the head must be responsible for his/her decisions, even after he/she has been transferred to another job or retired, in cases where the introduction of officials for election or appointment is not fair and objective, does not ensure conditions, political qualities, ethics, lifestyle, capacity, and the dismissal of officials does not have sufficient grounds and procedures according to regulations. Thus, the person who directly introduces must be jointly responsible before the Party, before the people, and even lose all positions...
The pilot implementation of personnel work in the above regulations is carried out at Party committees, Party organizations, agencies and units from the district level and above. The Central Military Commission and the Central Public Security Party Committee have separate regulations...
In order for the regulation to be put into practice, the competent authorities should soon have specific, clear and detailed instructions to pilot the delegation of authority and responsibility to leaders in personnel work; strengthen inspection and supervision work, especially the supervisory role of the masses. Leaders at all levels and sectors must uphold their sense of responsibility, have a keen eye, consider carefully and comprehensively in appointing their deputies, as well as dismissing subordinate leaders, ensuring fairness and objectivity...
