Provincial Road 398B connects National Highway 37 (Cong Hoa Ward) and Trai Sen intersection of National Highway 18 (Van An Ward) through two relics of Chu Van An Temple and Nguyen Thi Due Temple (Chi Linh). This route is named Phuong Hoang Road (managed by the Department of Transport), making it easier to move from the special national relic site of Con Son (Cong Hoa Ward) to Chu Van An Temple and Nguyen Thi Due Temple.

However, the road surfacePhuong Hoang is only about 7m wide, while traffic volume increases sharply during the early spring. Many tourists after attending the Con Son - Kiep Bac festival often travel to Chu Van An temple and Nguyen Thi Due temple via this road to burn incense and worship, causing traffic difficulties.
