Commenting on the draft Law on Prevention and Combat of Human Trafficking (amended), many Hai Duong delegates agreed to strictly prohibit human trafficking from the fetal stage.
On the afternoon of October 9, the National Assembly Delegation of Hai Duong province coordinated with the Hai Duong Provincial Police to organize a conference to collect opinions on the Law on Prevention and Combat of Human Trafficking (amended); the Law on Fire Prevention, Fire Fighting and Rescue.
Comrade Nguyen Thi Viet Nga, member of the Provincial Party Committee, Deputy Head of the National Assembly Delegation of Hai Duong province chaired the conference. Also attending were leaders of Hai Duong Provincial Police and a number of departments, branches, localities and related associations and organizations.
Delegates contributed many opinions to the two draft laws.
Regarding the draft Law on Prevention and Combat of Human Trafficking (amended), the representative of the Hai Duong Provincial State Legal Aid Center commented on Clause 2, Article 3 of the draft, which strictly prohibits “buying and selling fetuses, and agreements to buy and sell people while they are still fetuses”. According to the delegate, fetuses have not been identified as human beings, so the regulation on buying and selling fetuses in the act of human trafficking is not appropriate. The delegate proposed to amend the above regulation to “buying and selling, agreements to buy and sell people while they are still fetuses”.
The leaders of the Department of Labor, War Invalids and Social Affairs agreed to add a regulation prohibiting the sale of fetuses because this is an immoral and unethical act that negatively affects security, order and society. The leaders of the Hai Duong Provincial Police also said that adding a regulation prohibiting the sale of human beings while they are still fetuses is necessary to raise awareness and perception of society.
Some delegates suggested adding provisions on human trafficking to the draft law, the rights of children born to mothers who are trafficked abroad, and protecting the rights of victims when reporting human trafficking. At the same time, pay attention to the rights and protection of women and girls because this group is currently vulnerable to human trafficking, especially for sexual purposes.
Regarding the Law on Fire Prevention, Fire Fighting and Rescue, some delegates proposed reviewing regulations on fire prevention and fighting conditions for mini-apartments, motels and hotels with small areas.
Concluding the conference, Deputy Head of the National Assembly Delegation of Hai Duong Province Nguyen Thi Viet Nga received the opinions of the delegates at the conference. She said that this is a good source of information for the National Assembly Delegation of the province to contribute ideas to the two draft laws at the National Assembly Session.
