The Government's Working Group 435 worked with the three provinces of Hai Duong, Lai Chau and Dien Bien to remove difficulties, obstacles and recommendations from the localities to promote socio-economic growth in 2024.
On the afternoon of October 17, in Hai Duong City, the Government's Working Group 435 held a direct and online conference with the three provinces of Hai Duong, Lai Chau and Dien Bien to remove difficulties, obstacles and recommendations from localities to promote socio-economic growth, and at the same time resolve issues arising in the first 9 months of 2024.
Comrade Do Duc Duy, member of the Party Central Committee, Minister of Natural Resources and Environment chaired the conference.
Also attending in Hai Duong were comrades: Tran Duc Thang, member of the Party Central Committee, Secretary of the Provincial Party Committee; Le Ngoc Chau, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee.
At the conference, the three provinces of Hai Duong, Lai Chau and Dien Bien reported on the situation of production, business, construction investment, import and export in the area and the shortcomings, limitations, difficulties and obstacles in promoting socio-economic growth.
For Hai Duong, in the first 9 months of 2024, the total product in the province is estimated to increase by 9.31% over the same period last year, achieving higher results than the scenario set at the beginning of the year. In public investment by the end of September, the province has disbursed over 2,500 billion VND, reaching more than 30% of the total payment capital and equal to 37% of the plan assigned by the Prime Minister...
Hai Duong has organized the establishment and adjustment in sync with the provincial planning approved by the Prime Minister. Regarding infrastructure development, the province is focusing on investing and speeding up the progress of important transport infrastructure projects, connecting with neighboring provinces and cities.
The province has also created favorable conditions for secondary enterprises to invest in industrial parks and industrial clusters. Import-export activities maintained stable growth, with total turnover estimated at nearly 14 billion USD.
At the conference, Hai Duong province proposed that the Government and ministries and branches consider amending the 2024 Land Law by adding regulations on auctioning land use rights with annual land rent payment; expanding the cases eligible for auctioning land rent with one-time payment; adding regulations allowing transition for cases where the auction plan was approved before August 1, 2024 to continue implementing according to the approved plan. Proposing that the Government consider adding regulations on handling assets on land under management when bidding to select investors for projects using land.
The province also proposed to amend the provisions of Decree 103 of the Government in the direction of cases where there was a decision on land allocation and land lease before August 1, 2024. Supplementing regulations on house rental support for cases of land recovery in which the person whose land is recovered has to rent a house. Proposing to amend Clause 2, Article 108 of the 2024 Land Law to allow the Provincial People's Committee to prescribe other support regimes to ensure consistency in support regimes at the local level and speed up site clearance progress...
At the conference, the recommendations of the 3 provinces were discussed and answered by representatives of ministries and branches. Issues beyond the authority will be summarized and reported to the competent authority for consideration, resolution and response according to the provisions of law.
Concluding the conference, Minister of Natural Resources and Environment Do Duc Duy highly appreciated the economic growth results of the three provinces of Hai Duong, Lai Chau and Dien Bien, which contributed to increasing state budget revenue. However, the disbursement of public investment capital in Hai Duong, Lai Chau and Dien Bien remained low.
Minister of Natural Resources and Environment Do Duc Duy suggested that Hai Duong, Lai Chau and Dien Bien should soon have solutions to speed up the disbursement of public investment capital as planned by the Government. The proposals of the localities have been clearly answered by the ministries and branches, the provinces need to soon have solutions to implement to create conditions to promote investment and economic development. The 3 provinces need to regularly update the difficulties and problems and send them to the relevant ministries and branches for solutions.
Regarding issues related to the 2024 Land Law, localities need to urgently issue implementing documents within their authority. Proactively review socio-economic development indicators, and those with low risk of being achieved need to have solutions to speed up implementation.
