To enjoy the policy of buying or renting social housing, low-income single people in urban areas must have a monthly actual income of no more than 15 million VND according to the wage table.
The Ministry of Construction has just sent an official dispatch to a number of provinces informing about the income conditions of cadres, civil servants, public employees, and workers to enjoy the policy of purchasing or leasing social housing according to Decree No. 100/2024/ND-CP dated July 26, 2024 of the Government detailing a number of articles of the Housing Law on the development and management of social housing (effective from August 1, 2024).
Accordingly, for low-income earners in urban areas; workers and laborers working at enterprises, cooperatives, and cooperative unions inside and outside industrial parks; cadres, civil servants, and public employees, the income conditions prescribed in Clause 1, Article 30 of Decree No. 100/2024/ND-CP of the Government shall apply.
Specifically, in case the applicant is a single person (belonging to one of the above-mentioned subjects), he/she must ensure that the actual monthly income does not exceed 15 million VND, calculated according to the salary and wage table confirmed by the agency, unit, or enterprise where the subject works.
In case the applicant is married according to the provisions of law, the applicant and his/her spouse must have a total monthly income of no more than 30 million VND calculated according to the salary and wage table confirmed by the agency, unit, or enterprise where the applicant works.
For officers, professional soldiers, non-commissioned officers of the people's armed forces, police workers, civil servants, defense workers and public employees currently serving in the army; people working in cryptography, people working in other positions in cryptography organizations receiving salaries from the state budget currently working, the income conditions prescribed in Article 67 shall apply.
Specifically, in case the applicant is single (one of the above subjects), the actual monthly income received must not exceed the total income of an officer with the rank of colonel (basic salary and allowances according to regulations) confirmed by the agency or unit where he/she works and manages.
For applicants who are married according to the provisions of law, in case the applicant and his/her spouse are both subjects specified in Clause 7, Article 76 of the Housing Law 2023, the condition is that the total monthly income received is not more than 2 times the total income of an officer with the rank of colonel (including basic salary and allowances according to regulations) confirmed by the agency or unit where they work and manage.
According to the provisions of Clause 7, Article 76 of the 2023 Housing Law, the beneficiaries of the social housing support policy are officers, professional soldiers, non-commissioned officers of the people's armed forces, police workers, civil servants, defense workers and public employees currently serving in the army; people working in key positions, people working in other key positions in key organizations receiving salaries from the state budget.
In case the applicant's spouse is not subject to the provisions of Clause 7, Article 76 above, the total monthly income received must not exceed 1.5 times the total income of an officer with the rank of colonel (including basic salary and allowances according to regulations) confirmed by the agency, unit, or enterprise where the subject works.
In case the applicant's spouse does not have a labor contract, the People's Committee at the commune level shall confirm the income condition.
Thus, for employees receiving salaries from the state budget and workers, the income condition to enjoy the policy of purchasing or leasing social housing is the income level calculated according to wages and salaries confirmed by the agency, unit or enterprise where the subject works, regardless of the adjustment of the basic salary.
