The Prime Minister suggested objectively assessing the current situation of emulation and reward work; analyzing causes and lessons learned; continuing to promote what has been done well, and finding ways to overcome what has not been done well.
On the morning of January 25, at the Government headquarters, Prime Minister Pham Minh Chinh - Chairman of the Central Emulation and Reward Council chaired the 7th meeting of the Council for the 2021-2026 term.
Also attending were Mr. Do Van Chien, Secretary of the Party Central Committee, Chairman of the Central Committee of the Vietnam Fatherland Front, Vice Chairman of the Council; Ms. Pham Thi Thanh Tra, Deputy Head of the Central Organizing Committee, Minister of Home Affairs, Permanent Vice Chairman of the Council.
Opening the meeting, Prime Minister Pham Minh Chinh stated that in 2023, the international and regional situation will continue to evolve rapidly, complicatedly, and unpredictably; domestically, there will be more difficulties and challenges than opportunities and advantages. It is forecasted that in 2024, the world situation will be even more difficult; therefore, we must prepare ourselves mentally to face an even more difficult and challenging year so as not to be passive or surprised.
In that context, in 2023, thanks to the participation of the entire political system, under the leadership of the Party, regularly and directly led by the Politburo and the Secretariat, headed by General Secretary Nguyen Phu Trong, the supervision and accompaniment of the National Assembly, the consensus of the people and businesses, and the support of international friends, we have synchronously, resolutely, and focusedly deployed key tasks and solutions, basically achieving the general goals and tasks set forth by the Central Committee and the National Assembly.
The macro economy is basically stable, growth is promoted, inflation is controlled, major balances are ensured; deficit spending, public debt, government debt, foreign debt are controlled; people's lives are improved; social security work is done well, no one is left behind, contributing to strengthening people's trust in the Party and State...
The Prime Minister noted that all levels, sectors and localities should pay attention to reviewing the situation, ensuring that people are taken care of during Tet, so that no one is left without a Tet holiday; doing a good job of social assistance, being ready to support policy beneficiaries and those in difficulty; ensuring the supply of essential goods at the end of the year, especially during Tet; doing a good job of price management; preparing all possible plans, not being passive in any situation.
The Prime Minister said that the country's overall achievements include positive and important contributions from emulation movements, emulation and reward work.

In order for the meeting to be of high quality and effectiveness, the Prime Minister requested an objective assessment of the current situation of emulation and reward work; a clear analysis of the causes and lessons learned; continuing to promote what has been done well, and finding ways to overcome what has not been done well; clearly defining the tasks, targets, tasks and solutions for 2024 to further innovate and improve the quality of emulation and reward work.
Along with that, it is necessary to complete the amendment and supplementation of the Council's Working Regulations in the direction of clearly assigning tasks, promoting the role of each member, improving the effectiveness and efficiency of the Council; promoting achievements and results, overcoming limitations and shortcomings; preventing and combating negativity and group interests in emulation and reward work...
According to the Central Emulation and Reward Council, in 2023, the Council and the Standing Council focused on effectively implementing activities, closely following the country's economic, social, defense and security tasks.
The focus is on urging ministries, departments, branches, central and local organizations to launch emulation movements to well perform assigned political tasks from the beginning of the year; focus on solving key and difficult tasks, strive to successfully complete the socio-economic development goals and targets for 2023 and the 5-year plan (2021-2025), according to the Resolution of the 13th National Party Congress, to celebrate the 94th anniversary of the founding of the Communist Party of Vietnam, the 134th birthday of President Ho Chi Minh, the 49th anniversary of the liberation of the South, national reunification and the 76th anniversary of President Ho Chi Minh's call for patriotic emulation (June 11, 1948 - June 11, 2024).
The Central Emulation and Reward Council held regular and extraordinary meetings chaired by the Prime Minister and Chairman of the Council; directed the Emulation and Reward Councils of ministries, departments, branches, central and local organizations to seriously implement the Prime Minister's Conclusion at the Council meeting.
The Central Emulation and Reward Council issued and implemented the inspection and supervision plan for 2023 at 6 ministries, branches and localities in 6 emulation clusters and blocks. The Standing Committee of the Council maintains regular quarterly meetings to evaluate results, urge the implementation of tasks according to the set plan and prepare the content of the Council's meetings.
The Council also focuses on building institutions and legal documents according to the 2023 legal document building program of the Government and the Prime Minister; implementing the 2022 Law on Emulation and Commendation; implementing the Prime Minister's direction, the Central Emulation and Commendation Council directs the Emulation and Commendation Councils of ministries, departments, branches and localities to continue perfecting the system of legal documents on emulation and commendation.
Ministries focused on developing and submitting to the Government a system of 10 decrees detailing the implementation of a number of articles of the Law on Emulation and Commendation. Ministers and heads of ministerial-level agencies issued 22 circulars; central departments, branches, and organizations, provinces, and centrally-run cities issued regulations and rules on emulation and commendation work.
