King An Sinh Tran Lieu was born in 1211, the eldest son of the retired emperor Tran Thua. He was married to Princess Thuan Thien by King Ly Hue Tong and was given the title of Prince Consort. In 1237, the court granted him the land of An Phu communes (now Kinh Mon), An Duong, An Sinh, An Hung, An Bang (now Dong Trieu, Uong Bi (Quang Ninh) as fiefs and granted him the title of King An Sinh. He helped the king defend the Northeast region, build and develop the Hai Dong sea area into a rich place, strong in economy and national defense.
King An Sinh Tran Lieu was the father of King Hung Dao Tran Quoc Tuan. He devoted himself to raising his son, finding good teachers to train his son to become a loyal and filial man, talented in both literature and martial arts, leading the army and people of Dai Viet to defeat the Yuan-Mongol invaders in the second and third resistance wars. In 1251, King An Sinh passed away at An Phu palace. King Tran Thai Tong posthumously granted him the title of King Kham Minh, and ordered the people to build a temple on An Phu mountain.
