The big vehicle inspection case has eliminated the subjects who received petty money.

According to the representative of the Procuracy, in the case that occurred at the Vietnam Registry, the prosecution agency considered eliminating cases of receiving petty money, only handling subjects who committed organized acts.

On July 18, the Ho Chi Minh City People's Court will open a trial for 254 defendants related to violations occurring at the Vietnam Register and registration centers in Ho Chi Minh City, Long An, Ben Tre, and Soc Trang.

Among the 254 subjects prosecuted and tried, there are 2 former directors, Tran Ky Hinh and Dang Viet Ha, and 1 deputy director, Nguyen Vu Hai.

Although 254 defendants were brought to trial, these were only those who committed organized crimes. Many cases of receiving petty money were classified and not processed by the prosecution agency.

Speaking to the press, a representative of the Ho Chi Minh City People's Procuracy said: "After reviewing and classifying, the prosecution agency only handles subjects who commit organized crimes and are the masterminds. As for cases of receiving petty money, such as when people go to register their vehicles and give the inspectors 200-300 thousand, these are small-scale acts without a sense of organization. The prosecution agency has studied, reviewed and eliminated these subjects and will not handle them."

Regarding violations at the Department of Registration, according to the accusation of the Procuracy, although it is a state management agency in the field of quality inspection, technical safety, labor safety, and environmental protection for vehicles, the leaders of the Department and the Department came to the Centers together to agree and direct the inspectors to receive money from the center and vehicle owners to ignore the errors.

By turning a blind eye to his subordinates, defendant Tran Ky Hinh, Director of the Department of Vehicle Inspection from January 2014 to July 2021, received more than 7.1 billion VND from the Department of Motor Vehicle Inspection, the Department of River Ships and 24 inspection sub-departments.

After Mr. Hinh retired, Mr. Dang Viet Ha was appointed to replace him. Not only did he not correct or handle negative behaviors and violations, but he also directed his subordinates to increase their personal benefits to get the highest benefits.

Therefore, after just over 1 year of holding the position of director, defendant Ha received bribes of more than 8.5 billion VND.

According to the prosecution, the Vehicle Inspection Department (VAR) is an organization under the Vietnam Register, performing the function of advising the Director in managing the inspection of technical safety and environmental protection of motor vehicles, and inspecting specialized motorbikes in circulation nationwide.

VAR inspectors took advantage of their positions to not follow the appraisal process properly, ignored errors in design documents, and issued design appraisal certificates against regulations to receive bribes from companies ranging from 1.5 to 3 million VND/document.

In March 2019, defendant Tran Anh Quan was appointed Acting Head of the Motor Vehicle Inspection Department. At this time, inspectors reported to Quan about receiving bribes from design companies during the file appraisal process.

After that, Quan and the inspectors agreed to give Quan 700,000 VND/file every month. Quan would use a portion to give to Mr. Tran Ky Hinh and then Dang Viet Ha. The deputy heads of the VAR department would each receive 100,000 VND/file; the office staff would each receive 50,000 VND/file.
