14.6 million citizens have integrated their Electronic Health Book via VNeID

The goal is that by 2025, 100% of medical facilities and 40 million people will use Electronic Health Books; after 2025, each person will own an Electronic Health Book on VNeID.

The Government Office has just issued Notice No. 487/TB-VPCP dated October 24, 2024 concluding the Online Conference on expanding the pilot implementation of Electronic Health Books and issuing Judicial Records via VNeID nationwide.

According to the conclusion announcement, 32.1 million Health Books for citizens have been created, of which 14.6 million citizens have integrated electronic Health Books via VNeID.

During more than 4 months of pilot implementation of issuing Judicial Records in Hanoi and Thua Thien-Hue, more than 50,000 applications for issuing Judicial Records via VNeID have been received, accounting for more than 70% of the total number of applications requesting issuance of Judicial Records in the two localities.

The pilot implementation of the above 2 applications demonstrates 3 suitability (consistent with the guidelines, policies, mechanisms, and policies of the Party, State, and Government on National Digital Transformation, taking people as the center and subject; consistent with the interests and aspirations of people and businesses; consistent with practical conditions) and brings 3 great benefits:Cut down and simplify administrative procedures, reduce costs and compliance time for people and businesses; facilitate people in economic and social activities; improve the effectiveness and efficiency of state management; strongly affirm the achievements of digital transformation; continue to affirm the commitment of the Government, ministries, branches and localities to promote digital transformation and add confidence and motivation for success in digital transformation activities in the coming time.

Besides the above results, there are still shortcomings and limitations such as: data is not really "correct, sufficient, clean, alive"; connectivity, sharing, and synchronization are not yet effective; VNeID application sometimes operates unstably; operating systems are not yet smooth, there are many inadequacies between the local administrative procedure settlement information system, VNeID application and professional software; the development of utilities on the VNeID platform is still slow; popularization still faces many difficulties, especially in remote areas...

People and businesses must enjoy practical benefits from digital transformation.

Regarding the direction and management perspective, the Prime Minister, Chairman of the National Committee on Digital Transformation, requested ministries, branches and localities to focus on building a "correct, sufficient, clean and live" database to connect and share data with each other and connect with the National Population Database.

On that basis, analyze, evaluate, plan, develop policies; determine goals, propose tasks and solutions based on data.

Infrastructure must be smooth, management and human resources must be smart, all for the sake of caring for people's lives, health, and safety and creating convenience for people in transactions with state administrative agencies. Avoid wasteful, scattered, and fragmented investment, resolutely fight corruption and negativity. People and businesses must enjoy practical benefits from digital transformation.

By 2025, 100% of people in need can register for a Criminal Record Certificate via VNeID.

The goal set for 2025 is for 100% of medical facilities (including both public and private) and 40 million people to use the Electronic Health Book.

After 2025, every Vietnamese citizen, including those who do not have a health insurance card, will own an electronic health book on the VNeID application and 30% of people will have an electronic medical record when going to the doctor.

Focus on implementing "5 promotions" and "5 guarantees"

To carry out national digital transformation in general, effectively and substantially deploy the two utilities (Electronic Health Book, Judicial Records) and other utilities on VNeID in particular, the Prime Minister requested ministries, branches and localities to focus on implementing "5 pushes": strongly promoting digital transformation in both thinking and action; promoting administrative reform, especially administrative procedures associated with digital transformation, developing digital government; improving state management capacity in the direction of modernity, openness, transparency, effectiveness, efficiency, avoiding negativity, avoiding the "ask-give" mechanism; promoting the development of national and specialized databases in the direction of enhancing connection, interconnection, integration and data sharing; promoting the deployment of utilities on the VNeID platform for people and businesses to use and truly enjoy; promoting information and communication, creating social consensus.

Implementation needs to be associated with "5 guarantees": ensuring the synchronous participation of all ministries, branches and localities in the implementation process; ensuring that digital infrastructure and digital platforms operate stably and smoothly (no signal dips or power shortages); ensuring human resources to deploy applications, utilities and digital platforms (with sufficient capacity, dedication, scope and responsibility); ensuring that 100% of people and businesses in need have easy, safe, convenient and low-cost access and attracting people to participate in giving opinions during the design and innovation process; aiming to personalize the online public services provided; ensuring network security, information security, and privacy of information and data.

Research on integrating other types of documents on the VNeID application

Ministries, branches and localities proactively research and coordinate with the Ministry of Public Security to propose implementation, continue to integrate types of documents under management and provide new utilities on the VNeID application (such as confirmation of marital status, notification of civil judgment enforcement, education and training information, etc.).

Continue to pay attention to and invest in developing digital infrastructure, upgrading and completing the administrative procedure settlement information system at the ministerial and provincial levels, connecting seamlessly with the National Public Service Portal, the National Population Database, and professional software of the Ministry of Justice, Ministry of Health, and Vietnam Social Security to be completed in 2024.

Ministries and agencies focus on amending and supplementing according to their authority, or proposing and reporting to competent authorities to consider and amend regulations and administrative procedures related to Criminal Records to reduce the requirement to submit Criminal Records within their scope of management.

Localities ensure human resources and technical infrastructure to issue Criminal Records and Electronic Health Books via VNeID in 2024.

Localities ensure human resources, technical infrastructure and necessary conditions to complete the issuance of Criminal Records and Electronic Health Books via VNeID in 2024 and promote the deployment of Electronic Medical Records in the area. Review and standardize criminal records information in the Criminal Records Database, ensure connection with the National Population Database; shorten the time for issuing Criminal Records, to be completed in 2024.

Strengthen propaganda, guidance and support for the implementation of online public services for people and businesses. Promote the role of Community Digital Technology Teams, especially in remote areas where access to technology is limited. Pay attention to propaganda and communication of important skills for people such as natural disaster prevention, storms and floods, fire prevention and fighting on digital platforms.

Optimize existing utilities on VNeID application

The Ministry of Public Security coordinates with relevant ministries and agencies to continue to improve and optimize existing utilities on the VNeID application, ensuring the system operates stably, safely, conveniently, smoothly, publicly and transparently.

The Ministry of Public Security shall preside over and coordinate with the Ministry of Health and Vietnam Social Security to develop a suitable technical plan to share data on Health Books, Referral Papers, and Re-examination Appointment Papers on the VNeID application for medical examination and treatment facilities to ensure centralization, consistency and compliance with regulations on personal data protection and network information security.

The Ministry of Public Security shall preside over and coordinate with relevant ministries, branches and agencies to focus on building the National Data Center to ensure progress for putting it into use and exploitation in 2025.

Building an electronic health book for children, especially vaccination information (from birth) linked to parents' VNeID

The Ministry of Health coordinates with the Ministry of Public Security to research and complete the Electronic Health Book on the VNeID application, build an Electronic Health Book for children, especially vaccination information (from birth) linked to the VNeID of parents, guardians or children (if any); supplement regulations for people to use instead of paper Medical Examination and Treatment Books; establish a Working Group to assist in the implementation of Electronic Health Books, Referral Papers, and Re-examination Appointment Papers.

Step up guidance for medical examination and treatment facilities and people to implement Electronic Health Book on VNeID; develop a roadmap for implementing Electronic Medical Records, report the roadmap in October 2024. Develop solutions and tools to monitor medical examination and treatment facilities to implement data interconnection of Electronic Health Book, Referral Form, Re-examination Appointment Form, Test Results; so that medical examination and treatment facilities and doctors can exploit Health Book information on VNeID directly from the software of medical examination and treatment facilities, to be completed in 2024.

The Ministry of Health shall preside over and coordinate with the Vietnam Social Security to provide specific guidance on data connection between medical examination and treatment facilities and the use of Electronic Health Books, Referral Papers, and Re-examination Appointment Papers on the VNeID application. At the same time, reuse blood test results on the Electronic Health Books for hospitals to use, completely resolving the situation of data segregation.

Vietnam Social Security ensures technical infrastructure and supports data connection from medical examination and treatment facilities, to integrate health information display, referral papers, and re-examination appointment papers into the Electronic Health Book on VNeID, facilitating medical examination and treatment regardless of administrative boundaries; implementing data connection between medical examination and treatment facilities according to the instructions of the Ministry of Health.
