According to the report of the Hai Duong Provincial Fatherland Front Committee on the thoughts, aspirations, opinions and recommendations of voters and people at the 28th Session of the 17th Provincial People's Council, the people are basically stable, in agreement and trust the leadership of the Party, the management and administration of the State and Party committees and authorities at all levels. In particular, the efforts of Party committees and authorities at all levels in overcoming the consequences of storm No. 3 are highly appreciated.
Hai Duong people are also excited because from July 1, cadres, civil servants, public employees, and armed forces will have their salaries increased by adjusting the basic salary from 1.8 million VND to 2.34 million VND/month (an increase of 30%). Pensioners and social insurance beneficiaries will also receive an additional 15%.
These are the highest increases ever, demonstrating the attention of the Party and State and great efforts in improving people's lives.
Following the 8th session of the 15th National Assembly, people are interested and excited because many important laws have just been passed. In particular, at this session, the National Assembly has carried out personnel work for the position of President. People believe that President Luong Cuong, together with the leaders of the Party and State, will continue to lead our country to successfully implement the targets of the Resolution of the 13th National Congress of the Party.

Before the 28th session of the 17th Provincial People's Council, voters and people of Hai Duong have many thoughts and aspirations to express, among which, land and environment are still "hot spots".
Voters and people in localities in the province continue to reflect and recommend that the province direct the strengthening of land resource management, speed up the progress of granting and exchanging agricultural land use right certificates for people.
At the same time, step up inspection, handling and land recovery for projects that have been approved by competent authorities but have not invested in production or business or used land for the wrong purpose, causing public outrage.
The process of handling citizens' complaints and denunciations also needs to be strengthened, especially for backlogged and long-standing cases related to land in localities.
Voters and people reflected and requested the province to direct effective solutions to solve the overload of solid waste at waste collection points in rural and urban areas and focus on attracting investment in building waste collection and treatment plants.
In Gia Loc district, the river pollution from Thach Khoi ward (Hai Duong city) to Doan Thuong commune (Gia Loc) is still a burning issue that voters hope and request the authorities to take action to handle.
Also reflecting on water pollution, voters and people of Binh Giang district said that the Cuu An River through Thuc Khang commune is heavily polluted due to waste discharge from factories and enterprises and requested the province to direct inspection and strict handling...
Early issuance of plan, assignment of increased high school enrollment quota
In the field of education, voters and people in localities continue to reflect and request the province to support localities in investing in upgrading and building new classrooms at all levels, promptly issue plans, and increase enrollment targets for grade 10 and public high schools in the province in 2025.
Voters also suggested that the province continue to mobilize resources to invest in building infrastructure and medical equipment; pay attention to training and attracting human resources, especially in grassroots health care.
Many cases that make it difficult for patients to be transferred to higher levels of health care or to receive medical examination and treatment using health insurance still occur. Voters suggest strengthening inspection, examination and handling. Pay attention to the regime and policies for treatment of health workers at all levels.
Regarding the work of preventing corruption and negativity, voters and people of localities requested the province to direct functional branches and localities to promote this work.
The thoughts, aspirations, opinions and recommendations of voters and people in the province in the last 6 months of 2024 were compiled by the Provincial Fatherland Front Committee, reported at the 28th Session of the 17th Hai Duong Provincial People's Council and requested the Provincial People's Council and People's Committee to promptly direct and resolve them.
