Hai Duong has resolved many voters' petitions.

Many problems related to land, transportation, resources and environment proposed by Hai Duong voters have been completely resolved.

Before the regular year-end meeting of the Provincial People's Council (the 28th meeting opened on the morning of December 9), the Hai Duong Provincial People's Committee reported on responses to voters' opinions and recommendations before and after the regular mid-year meeting. Many voters' recommendations were resolved.

Many investment recommendations,traffic, buildbuilt solved

Before the regular mid-year meeting, voters of An Phuong commune (Thanh Ha) requested the province to direct the early handover of the domestic water supply project of the old Phuong Hoang commune (now An Phuong commune) to the Hai Duong Clean Water and Rural Sanitation Joint Stock Company for management.

On July 26, the People's Committee of Hai Duong province issued Decision No. 1855/QD-UBND on the handover of rural water supply works in Phuong Hoang commune (now An Phuong commune), Thanh Ha district to Hai Duong Rural Clean Water and Sanitation Joint Stock Company.

Based on this decision, the Department of Agriculture and Rural Development has chaired the handover. Since July 30, Hai Duong Province Clean Water and Rural Sanitation Joint Stock Company has officially managed, exploited and operated the old Phuong Hoang commune domestic water supply project as desired by voters.

The proposal of Ninh Giang voters to soon approve the planning of the expanded Ninh Giang town to implement the project in the district has also been resolved.

On August 28, the People's Committee of Hai Duong province approved the Master Plan for the new urban area of Ninh Giang (expanded Ninh Giang town), Ninh Giang district until 2045. The planning project was announced, publicized and implemented by the People's Committee of Ninh Giang district.

Kinh Mon voters have proposed investing in the construction of the remaining 3km section of road on route 389B.

Hai Duong Provincial People's Committee has determined that the section of the route proposed by voters from km 10+600 - km 13+800, provincial road 389B (from Chau Bo village, Hiep An commune to the intersection with provincial road 389) is part of the approved Van Bridge Construction Investment Project connecting National Highway 37 (Chi Linh City) with provincial road 389 (Kinh Mon).

Currently, the Provincial Construction Investment Project Management Board is carrying out investment preparation steps and is expected to start construction in the first quarter of 2025 and complete in the period of 2024 - 2027.

The wishes of Kim Thanh voters regarding the expansion and acceleration of the construction progress of the southern feeder route of the Hanoi - Hai Phong railway have also been met.

This is one of the important traffic projects to improve traffic connections between regions, while reducing traffic pressure on National Highway 5.

Currently, the Provincial Construction Investment Project Management Board is coordinating with local authorities to speed up site clearance and construction. The project is expected to be completed and put into use in January 2025.

Voters in Gia Loc district proposed to build speed bumps on provincial road 393 through the center of Le Loi commune to ensure traffic safety in the market and school areas. The Department of Transport has organized the installation of speed limit signs of 50 km/h and repaired and maintained the asphalt concrete pavement, ensuring smoothness and painting a system of warning speed bumps at school gate areas.

Handling of petitions on land and environmental resources

Before the regular mid-year meeting, many local voters requested financial support to reissue land use right certificates after donating land for roads and public works.

On July 12, the Provincial People's Council issued Resolution No. 50/NQ-HDND on the policy of supporting funding for measuring and adjusting cadastral records to issue, change or register changes on land use right certificates for households donating land.

Accordingly, the Provincial People's Council has agreed to support the entire cost of surveying and adjusting land records to issue or register changes in land use right certificates for households and individuals who donate land use rights for the construction of public works but have not yet surveyed, adjusted land records and issued or changed land use right certificates in Hai Duong province from the budget.

On July 23, the Department of Finance issued an official dispatch guiding the implementation of the resolution. The policy is available, and localities are continuing to disseminate information so that people are aware of the province's policies.

Voters of Tu Ky district requested to direct the acceleration of the issuance of land use right certificates for Khanh Luu pagoda, Tat Thuong village (Cong Lac commune). Through the process of receiving and processing, on July 31, Hai Duong Provincial People's Committee issued a land use right certificate for Khanh Luu pagoda.

Voters of Nam Sach district requested to direct regular inspection and assessment of clean water quality for rural living of water supply units in the district. In mid-July, 5/5 water supply units in the district were inspected by external agencies and the results of the inspection team were sent back, all indicators met the regulations.

The Provincial People's Committee assigned the Nam Sach District People's Committee to continue to request the Department of Health to direct specialized agencies to conduct surprise external inspections of water quality of water suppliers in the area.

Along with that, many voters' recommendations on the fields of culture, education and health have also been received and processed by the Provincial People's Committee.
