Specifically, this enterprise did not comply with the written request on fire prevention, fire fighting and rescue of the competent authority; did not comply with the decision to suspend operations according to the provisions of the law on fire prevention and fighting; did not periodically inspect the lightning protection system according to the provisions of the law; put the project (garment factory) into operation without a certificate or design approval document on fire prevention and fighting; equipped with insufficient fire prevention and fighting equipment according to the provisions of the law; the facility was required to purchase compulsory fire and explosion insurance but did not purchase it according to the provisions of the law.
