Among the new policies taking effect in July 2024, the most prominent is the regulation on publicizing online sellers who violate consumer rights.
In July 2024, many new policies will take effect, notably those related to consumer protection, criteria for awarding artist titles, and land valuation.
Decree 55/2024/ND-CP guiding the Law on Consumer Protection 2023, effective from July 1, 2024. Specifically, according to Clause 1, Article 24 of Decree 55, if an online seller violates the law on consumer rights protection, it will be publicly announced in newspapers, radio, posted at headquarters and posted on the information portal of ministries, ministerial-level agencies and provincial People's Committees.
Among them, the public content will include the name and address of the seller who violated consumer rights protection; the violation and location; and the decision to impose administrative sanctions on violations of consumer rights.
This information is disclosed for 30 days from the date of publication. After this period, the information may be suspended or removed by the competent authority.
Decree No. 61/2024/ND-CP dated June 6, 2024 of the Government regulating the awarding of the titles "People's Artist" and "Meritorious Artist" includes 5 chapters and 19 articles.
The Decree takes effect from July 22, 2024, including a number of new, stricter regulations on considering the award of titles. Decree 61 stipulates more clearly the conditions for individuals to be considered for the title, including: individuals working in cultural and artistic activities at public cultural and artistic units; individuals working in cultural and artistic activities at non-public cultural and artistic units; individuals working in teaching or management in the field of culture and art but still participating in professional cultural and artistic performances; and individuals working in freelance professional cultural and artistic activities.
This regulation helps the grassroots Council to receive applications for individual titles in accordance with reality. At the same time, it adds the subjects "Filming of films combining many types; "Musicians composing musical works" and "Photographers.".
Adding subjects to suit the practical cultural and artistic activities of a number of fields and ensuring the rights of individuals working in cultural and artistic activities in considering awarding titles.
The Decree also provides more detailed and specific regulations on how to calculate the time of cultural and artistic activities of individuals performing arts and individuals creating cultural and artistic works to fully cover the conditions for cultural and artistic activities of individuals, especially for individuals working professionally and freelance in cultural and artistic activities.
Regarding the criteria for awarding titles (stipulated in Articles 7 and 8 of the Decree): Regulations on the criteria for awarding the titles "People's Artist" and "Meritorious Artist" according to the provisions of the Law on Emulation and Commendation 2022; detailed regulations on how to calculate achievements and time of each subject.
On April 16, 2024, the Government issued Decree 40/2024/ND-CP detailing a number of articles of the Law on Forces Participating in Protecting Security and Order at the Grassroots Level 2023. The Decree takes effect from July 1, 2024.
Specifically, Decree 40/2024/ND-CP consists of 3 chapters and 8 articles regulating uniforms, badges, insignia, signs, certificates, means and equipment to perform the tasks of the force participating in protecting security and order at the grassroots level; regimes and policies for people participating in the force participating in protecting security and order at the grassroots level who have not participated in health insurance or social insurance but are sick, have accidents, die or are injured while performing their duties.
The subjects of application of Decree 40/2024/ND-CP are forces participating in protecting security and order at the grassroots level; agencies, organizations and individuals related to the regime, policies and ensuring operating conditions of forces participating in protecting security and order at the grassroots level.
The Government has just issued Decree No. 71/2024/ND-CP regulating land prices, effective from the effective date of Land Law No. 31/2024/QH15.
Decree 71/2024/ND-CP specifically stipulates the procedures and contents of determining land prices according to 4 methods including comparison, income, surplus, and land price adjustment coefficient. The Decree also specifically stipulates the application of land valuation methods in the cases specified in Point c, Clause 2, Article 257 of the Land Law. The Decree clearly states the responsibilities of agencies and units in providing information.
Agencies, organizations and units assigned to manage, exploit and use information sources specified in Point b, Clause 2, Article 4 and Point b, Clause 1, Article 5 of this Decree are responsible for providing information to serve land valuation work in writing or electronically within 5 working days from the date of receipt of the request document of the organization performing land valuation.
The Decree takes effect from July 1, 2024.
