On May 20, Hai Phong City People's Committee held a conference to announce the adjustment of Hai Phong City's master plan to 2040, with a vision to 2050 according to Decision No. 323/QD-TTg dated March 30, 2023 of the Prime Minister.
This is an important event in the city's development, aiming to concretize the guiding viewpoint of Resolution 45-NQ/TW of the Politburo on building and developing Hai Phong City to 2030, with a vision to 2045, with the goal of building and developing Hai Phong to become the leading city in the country in the cause of industrialization and modernization.

In addition, it creates a driving force for the development of the Northern region and the whole country; has modern, smart, and sustainable industrial development; has a synchronous and modern transport infrastructure that conveniently connects domestically and internationally by road, rail, sea, and air.
In particular, it will become a logistics service center; an international center for education, training, research, application and development of science - technology, and marine economy; the material and spiritual life of the people will be constantly improved to be on par with typical cities in Asia.
Hai Phong is a class I city directly under the Central Government, a key maritime economic center of the country, an educational, medical and scientific-technological center of the Northern coastal region; a green, civilized and modern port city; a hub of domestic and international traffic and exchange; with an important strategic position in terms of national defense and security.
The planning scope includes the entire area according to the administrative boundaries of Hai Phong City with a total area according to national statistics by 2020 of about 1,526.52 km2.
Key objectives of the Adjustment of the General Planning of Hai Phong City to 2040, with a vision to 2050: Hai Phong City, an important growth pole of the country, a gateway to the East Sea on the Gulf of Tonkin.
With a vision to 2045 - 2050, Hai Phong will become a highly developed city among the leading cities in Asia and the world.
Development scale, by 2030 about 2.8 - 3.0 million people, urbanization rate 74 - 76%; by 2040 about 3.9 - 4.7 million people, urbanization rate about 80 - 86%.
Developing Hai Phong City according to the model of "Multi-center urban area and satellite cities", with the spatial structure: Two belts - Three corridors - Three centers and satellite cities.
Regarding the urban space model, Hai Phong will develop from the model of "Central urban area and satellite urban areas" to the model of "Multi-center urban area and satellite urban areas".
Urban spatial structure: Two belts - Three corridors - Three centers and satellite cities. Of which, two economic belts include: Coastal economic belt developing services - tourism - urban areas towards the sea; Industrial service economic belt from Lach Huyen port to the North (Thuy Nguyen district), the West (along National Highway 10), the South (along Van Uc river) connecting with the network of industrial zones and clusters in the Red River Delta and the Hai Phong port system.
Three landscape corridors include: Cam River, Lach Tray River and Van Uc River corridors.
Three urban centers and satellite towns: 1- Historical urban center and new administrative urban area North of Cam River; 2- International commercial and financial center (CBD) in Hai An and Duong Kinh; 3- Tien Lang airport urban area. Satellite towns include urban areas in marine, agricultural and rural ecological areas.
Regarding the development orientation of coastal space, Hai Phong prioritizes the development of port functions, port services, exploitation and improvement of waterways, technical pipeline systems, tourism space, entertainment and conservation of mangrove ecosystems.
Regarding the orientation of developing smart urban infrastructure, Hai Phong will build a strategy for developing broadband information infrastructure, creating a core foundation for developing smart cities. Ensure to meet 100% of the information and telecommunication service needs of the people and activities in the city. Build new and renovate the capacity of high-speed fiber optic cable network covering the whole city, placing network centers in all districts.
Research on the application of digital technology in urban planning, management and operation of urban infrastructure systems, public services, urban development and construction activities according to planning and in other economic fields.
Regarding the orientation of economic infrastructure development, Hai Phong will propose adjusting the boundary of Dinh Vu - Cat Hai economic zone to add land for industrial development and port services at Trang Due 3, Lach Huyen, Ben Rung 2, Tam Hung - Ngu Lao, and Cai Trap island.
Upgrading the financial - commercial and exhibition center in Le Chan, Hong Bang. Building a new national and international financial and commercial center (CBD) in Hai An, Duong Kinh; new commercial service centers associated with airport services (Cat Bi, Tien Lang), the new urban area North of Cam River (Thuy Nguyen) and the new urban area in the West (An Duong).
Develop free trade zones in Dinh Vu - Cat Hai economic zone. Form commercial and service streets, duty-free shops. Build wholesale markets for agricultural and aquatic products in Do Son, Thuy Nguyen, Vinh Bao, An Lao.
The logistics network is about 2,200 - 2,500 hectares, including: international and regional logistics centers in the Dinh Vu - Cat Hai area; city-level logistics centers, specialized logistics centers, and supporting logistics centers associated with major trading hubs. In addition, logistics zones will be arranged in association with industrial production areas, river ports, seaports, and other transportation centers and hubs.

Deputy Minister of Construction Nguyen Tuong Van said that the Project approved by the Prime Minister is the basis for Hai Phong City to manage construction activities in the city. At the same time, the city organized the establishment of the General Construction Master Plan for Dinh - Vu Cat Hai Economic Zone, Cat Ba National Area, and Thuy Nguyen Urban Area. When researching and implementing investment projects in alluvial and sea-encroaching areas, it is necessary to comply with regulations on establishing coastal protection corridors according to the Law on Marine and Island Resources and Environment; when researching, it is necessary to assess the impacts on the economy, society, and environmental landscape, comply with legal regulations on environmental protection; ensure security, national defense, respond to climate change, and prevent natural disasters.
Standing Vice Chairman of Hai Phong City People's Committee Le Anh Quan emphasized that the Prime Minister's approval of the Adjustment of the City's Master Plan is a very important event but is only the initial result.
