The National Assembly passed a Resolution on organizing urban government in Hai Phong City.

On the morning of November 30, with 454/459 delegates participating in the vote in favor (accounting for 94.78% of the total number of delegates), the National Assembly voted to pass the Resolution on organizing urban government in Hai Phong City.

According to the resolution, the local government in Hai Phong City (hereinafter referred to as the city), Thuy Nguyen City, districts, communes and towns in the city are the People's Council and People's Committee. The local government in the districts in the city is the District People's Committee.

The District People's Committee is a state administrative agency in the district, performing tasks and powers according to the provisions of this Resolution and according to the decentralization and authorization of the City People's Committee and the Chairman of the City People's Committee.

The local government in wards in the city is the Ward People's Committee. The Ward People's Committee is a state administrative agency, performing tasks and powers according to the provisions of the resolution and according to the decentralization and authorization of the City People's Committee, District People's Committee, Thuy Nguyen City People's Committee Chairman, District People's Committee Chairman, Thuy Nguyen City People's Committee Chairman.

Presenting the report on reception and explanation, Chairman of the Law Committee Hoang Thanh Tung said that through discussion, the opinions of National Assembly delegates all agreed with the necessity of promulgating and the basic contents of the draft Resolution on the organization of urban government in Hai Phong City.

Some opinions suggest studying and proposing amendments and supplements to the Law on Organization of Local Government or promulgating a law on the organization of urban government to create a complete and synchronous legal basis for organizing a unified urban government model nationwide.

Regarding the above opinion, the National Assembly Standing Committee said that, implementing Conclusion No. 19-KL/TW of the Politburo and the Project on orientation of the Law and Ordinance Building Program for the 15th National Assembly term as well as the Plans of the National Assembly Standing Committee and especially the requirements and directions of the Central Government on innovation and streamlining the state apparatus, in the past time, the Government has directed relevant ministries and branches to summarize and propose amendments and supplements to the Law on Organization of Local Government, in which it is expected to amend and supplement regulations on the organization of urban government as suggested.

Currently, Government agencies are urgently completing the dossier proposing amendments and supplements to the Law on Organization of Local Government to report to the Government for submission to the National Assembly and the National Assembly Standing Committee to include in the law and ordinance making program and are expected to submit this draft law to the National Assembly for consideration before 2026.

Regarding the tasks, powers and organizational structure of the People's Council and People's Committee of Thuy Nguyen City, the resolution has been revised to basically comply with the general provisions of the Law on Organization of Local Government.

In addition, to ensure that the People's Council of Thuy Nguyen City fully performs its duties and powers in accordance with the position and role of a city within the city, the National Assembly clearly stipulates in the resolution that the People's Council of Thuy Nguyen City establishes 2 Committees: Legislation-Urban and Economy-Society, and at the same time specifically defines the areas of responsibility of the above committees.

Regarding the effectiveness of implementation, accepting the opinions of National Assembly deputies, the National Assembly Standing Committee proposed to stipulate that this resolution takes effect from January 1, 2025 so that localities have enough time to prepare the necessary work for implementing the resolution and organizing Party Congresses at all levels of the city.

The organization of urban government in Hai Phong City according to the model prescribed in this resolution will be officially implemented from July 1, 2026 to correspond to the 2026-2031 term of the People's Council and People's Committee at all levels as in other localities.
