Hai Phong police looking for victims involved in loan sharking case

On March 1, the Investigation Police Agency of Hai Phong City Police informed that they are investigating a case related to usury.

Related to subjects Pham Minh Thanh (born in 1993, residing in Tien Cuong commune, Tien Lang district) and Tran Van Bien (born in 1994, residing in Quang Trung commune, An Lao district) Hai Phong city.

Previously, the Investigation Police Agency of Hai Phong City Police received information that in the districts of An Lao, Tien Lang, Vinh Bao (Hai Phong City), a group of people working at a pawn shop named Minh Thanh lent money at an interest rate of over 4,000 VND/1 million/day (equivalent to over 146%/year).

The subjects posted many advertising signs in the areas of the above 3 districts to attract more borrowers. At the same time, the subjects also hired people to go to the borrowers' families to verify, get mortgage papers and collect monthly interest.

At the same time, the competent authority received a complaint via the Electronic Mailbox - Electronic Information Portal of Hai Phong City Police. The complainant was Mr. Tuan Nguyen.

In the letter, Mr. Tuan Nguyen stated that he had borrowed 10 million VND from a group of people working at Minh Thanh pawn shop, with the above interest rate, and paid monthly. When borrowing the money, Mr. Tuan Nguyen had to leave his household registration book, citizen identification card, labor contract, and birth certificates of his two children for the above people to keep.

Every month, Mr. Tuan Nguyen paid 1.2 million VND in interest to Tran Van Bien by transferring money to account number 109873694665 opened at Vietin Bank. After that, due to late interest payment, Mr. Tuan Nguyen was threatened many times by Bien.

According to Mr. Tuan Nguyen, up to the time of the denunciation, he had paid the subjects 11 months of interest, equivalent to 13.2 million VND, and still owed the principal amount. Realizing that the above subjects' actions showed signs of violating the law, Mr. Tuan Nguyen sent a letter of denunciation.

Based on investigation documents, the Investigation Police Agency of Hai Phong City Police identified the group that committed usury lending as including Pham Minh Thanh (born in 1993, residing in Tien Cuong commune, Tien Lang district) and Tran Van Bien (born in 1994, residing in Quang Trung commune, An Lao district) both from Hai Phong city.

To serve the investigation, the Investigation Police Agency of Hai Phong City Police informs those who have borrowed money with interest rates of 100%/year or more from the above subjects, to report to the Investigation Police Agency (Criminal Police Department of Hai Phong City Police; address No. 4 Le Dai Hanh, Minh Khai Ward, Hong Bang District, Hai Phong City or contact Mr. Pham Cong Xuan at phone number 0394.641.528).
