Officials, civil servants, public employees, teachers, lecturers, students in Hai Duong will have the opportunity to receive full scholarships to study abroad in Russia.

Implementing the direction of the Provincial People's Committee on surveying training needs in Russia under the agreement for the period 2025-2030, the Department of Education and Training of Hai Duong requested agencies and units to review and nominate people to study in Russia appropriately to meet the human resource development requirements of the unit.
According to the agreement, Russia will grant Vietnam 1,000 scholarships per year to send Vietnamese citizens to Russia to study at undergraduate and postgraduate levels. The Russian side will waive tuition fees, arrange dormitory accommodation, and support living expenses; the Vietnamese side will consider providing living expenses, travel expenses, and health insurance according to regulations.
The language used to study in Russia is Russian. Every year, the Ministry of Education and Training will send an admission notice to agencies and units via the electronic administrative management system to notify candidates to register for the admission. To implement the agreement signed with Russia, the Department of Education and Training requests agencies and units with human resource training needs in Russia to participate in a survey on sending people to study in Russia in the period of 2025-2030. Agencies and units inform their affiliated units, summarize the needs and send the survey to the Department of Education and Training, address 94 Quang Trung, Quang Trung Ward (Hai Duong City), soft copy to email address: phonggdtrh.sohaiduong@moet.edu.vn, before December 25, 2024 for synthesis and reporting to the Provincial People's Committee and the Ministry of Education and Training.
