From July 1, the new Identity Law passed by the National Assembly will come into effect.

One of the new points of the Identification Law compared to the Citizen Identification Law is that people will integrate DNA, voice, and iris information into the identification database when carrying out identification procedures.

So when people apply for a new ID card, are they required to provide DNA and voice information, and what will happen when providing iris information?

When is iris information collected?

Talk to reporters,A representative of the Department of Administrative Police for Social Order (C06, Ministry of Public Security) said that the collection of iris biometric information will be carried out for people aged 6 and over when carrying out procedures for issuing new ID cards from July 1.

Iris capture enables rapid, highly accurate personal authentication via devices that do not require physical contact.

Iris recognition is used as one of the methods of collecting biometric data needed to issue unique personal identification numbers.

Can authenticate accurately and quickly even without ID.

The combined use of complementary biometric data such as fingerprints and facial images enables accurate personal authentication, protecting against impersonation.

Therefore, collecting iris information helps ensure high accuracy in personal authentication, ease of implementation, and deployment of applications to serve management, crime prevention, and development of the digital economy and digital citizens.

DNA and voice are collected when people voluntarily provide them.

Regarding information about DNA and voice, a representative of Department C06 said that the Law on Identification stipulates that biometric information about DNA and voice is collected when people voluntarily provide it.

Or the criminal prosecution agency or the agency managing the person subject to administrative handling measures in the process of handling the case according to its functions and tasks, if it requests an expert assessment or collects biometric information about the person's DNA or voice, it will share it with the identity management agency to update and adjust the identity database.

Having more information about this biometric data will better serve the management, tracing and identification work.

Thereby, contributing effectively to state management, population management, crime prevention and control, and development of digital economy, digital society, and digital citizens.

Thus, from July 1, in the ID issuance procedure, the recipient is required to collect identification information and biometric information including facial photo, fingerprints, and iris of the person requesting the ID. DNA and voice information are not required.

DNA and voice information is provided voluntarily.

Or the agency conducting criminal proceedings, the agency managing the person subject to administrative handling measures in the process of resolving the case according to its functions and tasks, if it conducts a request for a new expert assessment, it must provide DNA and voice.

Regarding information security and safety, the department's representative affirmed that all are deployed and implemented based on international standards and regulations at the highest level of security and encryption, so people can be completely assured that their data will not be leaked or leaked.

The new Law on Identification stipulates that people do not have to pay fees when they are issued an identification card for the first time. Thus, people who are issued an identification card for the first time do not have to pay fees.
