The Ministry of Public Security has proposed a new ID card model to implement the Law on ID Cards, which will take effect from July 1, 2024. There are models for people aged 0-6 and 6 years and older.

The Ministry of Public Security is seeking comments on a draft circular regulating the form of identification cards and identification certificates.
According to the draft report of the Department of Administrative Police for Social Order (C06 - Ministry of Public Security) to implement the provisions of the Law on Identification, it is agreed that during the implementation process, it is necessary to develop and issue this circular.
The Circular is expected to take effect from July 1, 2024, when the new Law on Identification comes into effect.
Regarding the size and shape of the ID card, according to the draft circular, it is basically the same as the current citizen ID card. However, much of the information shown on the card will change according to the provisions of the new ID Law.
Specifically, the words citizen identification card will be changed to ID card. In addition, there will be some changes on the front such as the number being changed to personal identification number.
The "hometown" section is changed to "place of birth registration", "place of permanent residence" is changed to "place of residence" and moved to the back of the ID card instead of the front as it is now.
The signature of the card-issuing agency changed from "Director of the Department of Administrative Police for Order and Society" to "Ministry of Public Security".
In addition, as stipulated in the new Law on Identification, information on identification characteristics and fingerprints of the left and right index fingers will no longer be shown on the identification card.
Similarly, the QR code is also moved to the back of the card, instead of the front as it is now.
Information in the QR code includes last name, middle name and first name, personal identification number of the household head, father, mother, wife, husband, children; 9-digit ID card number (if any); canceled personal identification number (if any).

The report of the Department of Administrative Police for Social Order (C06 - Ministry of Public Security) also clearly stated that citizen identification cards issued before the effective date of this circular are still valid until the expiration date as prescribed.
When citizens request, they can change to an ID card according to the provisions of this circular.

Also according to the provisions of the new Identity Law, children under 14 years old can be granted an identity card upon request.
Accordingly, people under 14 years old or parents or guardians of people under 14 years old have the right to request the identity management agency to issue an identity card.
In particular, for children aged 0 - 6, parents or guardians carry out procedures to issue ID cards for people under 6 years old through the public service portal.
In case a person under 6 years old has not registered his/her birth, the father, mother or guardian shall carry out the procedure for issuing an ID card through the procedures linked with birth registration on the public service portal or directly at the ID management agency.
The ID authority does not collect identification features and biometric information for people under 6 years old.
For people from 6 years old to under 14 years old, the father, mother or guardian must take that person to the identity management agency to collect identification characteristics and biometric information according to regulations...
The draft circular clearly stipulates two forms of ID cards to be considered for issuance to people aged 0-6 and 6 years and older. Of which, the proposed form for people aged 0-6 will not have a photo on the ID card.
