Adjusting the Project "Building e-government and smart cities in Hai Duong province for the period 2020-2025, with a vision to 2030" to meet practical requirements and be consistent with current mechanisms and policies.
At the regular October meeting (6th time) of the Hai Duong Provincial People's Committee on the morning of October 20, the Hai Duong Provincial People's Committee reviewed and discussed the submission of the Department of Information and Communications on adjusting the Project "Building e-government and smart cities in Hai Duong province for the period 2020-2025, with a vision to 2030".
To suit the actual situation and meet practical requirements, the Department of Information and Communications proposed to change the name of the project "Building e-government and smart cities in Hai Duong province in the period of 2020-2025, with a vision to 2030" to "Building digital government and infrastructure, services for smart cities in Hai Duong province in the period of 2023-2025, with a vision to 2030".
The project's objective is adjusted from building e-government to digital government; smart cities to developing infrastructure and services for smart cities. The province will complete the construction of a cyber security monitoring and control center and a smart monitoring and control center by 2025. At the same time, it is proposed to remove the objective of building a smart monitoring and control system of the Provincial Party Committee, People's Council, and Provincial People's Committee.
Based on the update of the current status of socio-economic development, information technology infrastructure and assessment of the implementation of the project, the Department of Information and Communications proposed to remove 3 tasks from the project. That is to build a smart monitoring and operating system for the 3 agencies of the Provincial Party Committee, People's Council and Provincial People's Committee. At the same time, the task of building a smart monitoring and operating center for Hai Duong province was separated into 2 tasks: building a shared data warehouse and building a smart monitoring and operating center.
Transfer the unit in charge of building the security camera system from the Department of Information and Communications to the Provincial Police. Adjust the budget for building the smart data system of departments and branches and add the task of building digital government, developing infrastructure and services for smart cities for 10 districts and towns of the province (Hai Duong City and Chi Linh are carrying out this task).
After adjustment, the total project implementation cost increased from VND 3,800 billion to VND 2,030 billion.
Chairing the meeting, Mr. Luu Van Ban, Standing Vice Chairman of the Provincial People's Committee, noted that it is necessary to evaluate the implementation of the project in the past time, deeply analyze the difficulties and obstacles in implementation. At the same time, it is necessary to update new related mechanisms and policies to complete the adjustment of the project. The Department of Information and Communications, the consulting unit works with departments, branches and localities to unify the contents in the development of digital government. Adjusting the project must calculate and estimate the implementation cost close to reality, making the most effective use of old infrastructure.
