On the morning of June 6, Comrade Tran Duc Thang, Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial Information Technology Steering Committee (hereinafter referred to as the Steering Committee) chaired a meeting of the Steering Committee to listen to a report on the results of implementing tasks on information technology application and digital transformation in the first 6 months of the year, and proposed the implementation of key tasks in the last 6 months of 2023.
Concluding the meeting, Provincial Party Secretary Tran Duc Thang said that Hai Duong is increasingly defining its position on the digital transformation roadmap of the province in particular and the country in general, aiming at the goal of digital transformation to bring benefits and convenience to people, businesses, and the government, contributing to the socio-economic development of Hai Duong.
Standing Vice Chairman of the Provincial People's Committee Luu Van Ban requested departments and branches to develop and implement plans on digital transformation, be responsible to the Provincial Party Committee and the Provincial People's Committee for specific issues; at the same time, step up propaganda and guidance for people and businesses to participate.
In recent times, the province’s agencies, units and localities have implemented a number of specific tasks in digital transformation, contributing to improving the effectiveness of leadership, direction and management of the province. However, there are still certain limitations and shortcomings.
The Provincial Party Secretary requested relevant agencies and units to review programs, projects, and component projects on digital transformation to determine tasks for the coming time to ensure accuracy, on the principle of fixed goals, implementing specific tasks that can be changed, flexible, and suitable for the reality of each period. Assign the Party Committee of the Provincial People's Committee to review current documents, resolutions, and regulations on the program of building e-government and smart cities in Hai Duong province for the period 2020-2025, with a vision to 2030, to submit to competent authorities to issue a new program suitable for reality. In which, a new architecture of the program is formed on the basis of reducing or adding the number of component projects if necessary from existing component projects. There must be a clear assignment of implementation organization, coordination mechanism, implementation method, and budget estimate, and it is necessary to attach the responsibility of each department, branch, unit as well as the responsibility of each individual.
Comrade Nguyen Quang Phuc, Head of the Provincial Party Committee's Propaganda Department, presented the current status of information technology application and digital transformation in the province and emphasized the need for practical digital products.
Affirming that there must be a data infrastructure to be able to deploy data exploitation and use, Secretary of the Provincial Party Committee Tran Duc Thang requested that this infrastructure must be completed in 2023, creating a centralized and integrated database platform. Data digitization is a very important task, creating a premise for implementing other digital transformation tasks. The Secretary of the Provincial Party Committee requested the Provincial Police to closely coordinate with the Department of Information and Communications as well as relevant agencies, contributing to building a database that meets the requirements. After forming the new architecture of the program, departments, branches and units need to select tasks that have been successfully implemented by other agencies and organizations to deploy in a certain, cautious, public and transparent manner, especially not to waste existing databases.
Provincial Police Director Bui Quang Binh requested departments and branches to speed up the progress of data digitization and promote the role of community digital technology teams.
At the meeting, the Department of Information and Communications reported on the implementation results of key projects according to the Resolution of the 17th Provincial Party Congress for the 2020-2025 term, which are technical infrastructure, information technology services of e-government and smart cities; application of information technology, digital transformation in Hai Duong, including the development of digital government, digital economy, digital society, ensuring information security, implementing related tasks in Project 06...
In addition, Bkav Chairman of the Board of Directors Nguyen Tu Quang presented some contents related to digital transformation and solutions for digital transformation in Hai Duong.

According to the assessment at the meeting, in recent times, the work of propaganda and awareness transformation on the application of information technology and digital transformation has been promoted. The tasks according to the plan of applying information technology in the activities of state agencies, developing digital government and ensuring network information security in the province have been actively implemented by departments, branches and localities. Opinions at the meeting focused on analyzing and clarifying the achieved results as well as the remaining limitations and problems, and at the same time proposed and recommended a number of solutions to promote digital transformation in the coming time.
