Switching to new salary, income of officials and civil servants will not be lower

To ensure that civil servants can meet their living standards with a fixed salary, the Ministry of Home Affairs is asking for a salary of about 5 million VND, which is the regional minimum wage applicable to these subjects.

"One of the contents of salary reform that will be consulted with the Politburo is the retention of salaries, ensuring that the income of officials and civil servants when switching to the new salary is not lower than the old salary," Chief of Office, Spokesperson of the Ministry of Home Affairs Vu Dang Minh informed at the Government press conference held on the afternoon of May 4.

According to Chief of Office of the Ministry of Home Affairs Vu Dang Minh, to implement the salary reform policy according to Resolution 27 of the 7th Central Conference of the 12th tenure on May 21, 2018, the Ministry of Home Affairs has actively and proactively coordinated with the Ministry of Labor - Invalids and Social Affairs, the Ministry of Finance, the Ministry of National Defense, the Ministry of Public Security and a number of relevant agencies to build 5 salary scale systems.

First: Salary table for leadership positions in the political system from the central to the communal level. According to Mr. Vu Dang Minh, it will take many years for Vietnam to issue a list of leadership, management and equivalent positions from the central to the communal level.

Second: Building a system of professional salary tables, that is, for cadres, civil servants, and public employees who do not hold leadership or management positions. And 3 salary tables in the armed forces, including those working in secretarial work. These are the salary tables applicable to officers of the Vietnam People's Army, officers, and non-commissioned officers of the People's Public Security. Salary tables for professional military personnel, technical professionals of the public security. Salary tables for defense workers, public security workers.

The Ministry of Home Affairs has worked with relevant ministries and branches to complete the dossier to report to the Politburo for comments on the basic contents of salary policy reforms.

“There are several issues that we need to consult on, which are the unification of 5 salary scales and 9 groups of allowances for leadership and management positions and bonus regimes for cadres, civil servants and public employees of the armed forces. The second issue is the implementation of salary and income retention for cadres and civil servants holding leadership and management positions. When we carry out salary arrangement, if the new salary is lower than the old salary, salary retention is allowed according to the spirit of Resolution 27,” said Mr. Vu Dang Minh.

According to the Chief of Office, Spokesperson of the Ministry of Home Affairs, to ensure that these cadres and civil servants can live a decent life with a fixed salary, the Ministry of Home Affairs is asking for a salary of about 5 million VND, which is the regional minimum wage applicable to these subjects. "When we reform salaries, we must ensure that those with the lowest incomes do not fall below 5 million VND. This figure still needs to be approved by the Politburo," informed Mr. Vu Dang Minh.

In addition, the Ministry of Home Affairs is also seeking opinions on implementing a specific monetary allowance for civil servants and non-professional workers at the commune level to apply the allowance to full-time grassroots government officials.

To ensure resources for salary reform, Mr. Vu Dang Minh affirmed: The Ministry of Home Affairs will persistently streamline the organization and continue to reduce staff, increasing resources for salary reform.

Regarding the construction of job positions as a basis for salary reform, according to the Ministry of Home Affairs, there are currently 3 ministries: Ministry of Foreign Affairs, Ministry of Labor - Invalids and Social Affairs and Government Inspectorate that have not been approved because it is related to determining specialized technical factors.

“The only government agency that has not yet issued the regulations is Hanoi National University. Localities include Ho Chi Minh City and Thua Thien Hue Province. Basically, according to the plan set for early May, we have conducted a preliminary review with ministries and branches, and the above 6 agencies will complete the work in the first half of May 2024. With this progress, we believe that after receiving the opinion of the Politburo, we have completed the job positions and have enough conditions to arrange positions and calculate salaries for subjects in the salary scales,” said a representative of the Ministry of Home Affairs.
