After the salary reform from July 1, 2024, which subjects will receive the highest salary is a question of interest to many people.
Accordingly, this group of civil servants and public employees may receive a higher salary than the average when salary reform is implemented from July 1, 2024.
From July 1, 2024, salary policy reform will be implemented according to Resolution No. 27-NQ/TW of the 7th Central Conference (term XII). According to the Ministry of Home Affairs, the salary reform plan from July 1, 2024 is expected to increase the average salary of officials and civil servants by about 30%, including basic salary and allowances.
Minister of Home Affairs Pham Thi Thanh Tra said that a notable point when implementing salary reform is that the salary of civil servants, especially education and health officials, will be higher than the average salary of other civil servants and public employees. The reason is that we are reforming salary policy in conjunction with implementing the resolution on fundamental and comprehensive development of education, training, and health.
Accordingly, Resolution No. 29-NQ/TW dated November 4, 2013 of the 8th Central Conference, Session XI, on fundamental and comprehensive innovation in education and training, the part on developing the team of teachers and management staff, meeting the requirements of innovation in education and training, mentioned the following content: "There are preferential policies for teachers and education management staff. The recruitment, use, treatment and honoring of teachers and education management staff must be based on the assessment of capacity, professional ethics and work efficiency. There are preferential policies and reasonable retirement age regulations for highly qualified teachers; there is a mechanism for dismissal, assignment of other jobs or resolute removal from the industry for those who do not have the qualifications, capacity, or do not meet the requirements and tasks. Teachers' salaries are given the highest priority in the administrative career salary scale system and have additional allowances depending on the nature of the work, by region".
Meanwhile, Resolution 20-NQ/TW in 2017 of the Central Executive Committee on strengthening the work of protecting, caring for and improving people's health in the new situation with the content: "Implementing appropriate treatment for medical staff. Determining the starting salary level appropriate to the training period. Having strong enough policies to encourage people with professional qualifications to work in grassroots health care, remote areas, difficult areas, border areas, islands and in the fields of preventive medicine, forensics, psychiatry, tuberculosis, leprosy...".
In addition, the Covid-19 pandemic has shown that the lives of education and health staff need to be paid more attention and improved. Therefore, when reforming salaries, the Ministry of Home Affairs will coordinate with the Ministry of Education and Training and the Ministry of Health to request competent authorities to pay attention to adjusting support to ensure that salaries (including allowances) of teachers and doctors are increased in accordance with their requirements and job positions, both ensuring the general salary level of cadres, civil servants and public employees, and showing preferential treatment for these two sectors.
Thus, from the above information and in the spirit of Resolution 27, the new salary for education and health officials from July 1, 2024 are two sectors that can enjoy a higher salary than the general level when reforming salaries.
At the 6th session of the 15th National Assembly, the Government's report on the results of the implementation of the 2023 socio-economic development plan; the expected socio-economic development plan for the year presented by Prime Minister Pham Minh Chinh at the 6th session of the 15th National Assembly said: In recent years, despite difficulties during the Covid-19 pandemic, the Government has promoted revenue increase, saved expenditures, and set aside a salary fund of about 560 trillion VND to ensure sufficient resources for salary reform according to Resolution 27-NQ/TW in 2018 from July 1, 2024 for the 3 years 2024 - 2026.
The highlight of this session is the information that from 2025 onwards, salaries will continue to be adjusted to increase by an average of 7% per year for cadres, civil servants, public employees, and armed forces until the lowest salary is equal to or higher than the lowest salary in region I of the business sector.
Thus, if the salary reform roadmap is implemented in accordance with the spirit of Resolution 27, from 2025 onwards, the average salary will continue to increase by 7%/year until the lowest salary is equal to or higher than the lowest salary in region 1 of the business sector.
Currently, the salary in the business sector is divided into 4 regions: Region 1 is 4.68 million VND/month; Region 2 is 4.16 million VND/month; Region 3 is 3.64 million VND/month and Region 4 is 3.25 million VND/month.
Recently, the National Wage Council has officially recommended to the Government to consider adjusting the regional minimum wage increase in 2024 from July 1, 2024. The increase proposed by the council is 6%, equivalent to an increase of VND 200,000 - VND 280,000. Specifically, the salary in region 1 will increase to VND 4.96 million; region 2 to VND 4.41 million; region 3 to VND 3.86 million and region 4 to VND 3.45 million. Current regional salaries are fluctuating between VND 3.25 and VND 4.68 million. The hourly minimum wage will also increase by 6% from mid-2024. Specifically, region 1 will increase to VND 23,800; region 2 to VND 21,200; region 3 to VND 18,600; Region 4 is 16,600 VND. Thus, along with the time of salary reform in the public sector, the regional minimum wage is also proposed to be adjusted from July 1, 2024.
