The Ministry of Home Affairs has just responded to voters' opinions from several provinces sent after the 6th session of the 15th National Assembly, regarding the new salary policy.

Completing the content of the new salary regime

Accordingly, voters of Phu Tho province raised the issue that according to Resolution 27 on salary policy reform, it is expected that from July 1, a new salary reform will be implemented, including 70% basic salary and 30% allowances.

Many teachers are concerned that there will be no more seniority allowances, especially for teachers who have worked for many years.

Voters hope that the Ministry of Home Affairs will pay attention when developing new regulations so that teachers can work with peace of mind and stay committed to their profession.

Voters in Bac Giang province suggested that when implementing the new salary policy, seniority allowances should not be abolished for a number of sectors and fields such as education and training, healthcare, courts, prosecution, civil enforcement, inspection, examination, auditing, customs, forestry, market management, etc.

At the same time, it is recommended to continue researching and applying some old salary policies that, through practical implementation, are found to be suitable, effective in motivating, encouraging, and motivating staff to actively strive to complete assigned tasks well.

Such as early salary increase for cases of excellent performance. For the bonus fund equal to 10% of the total salary fund of the year, excluding allowances, there should be clear instructions and mechanisms for implementing agencies.

Responding to these contents, the Ministry of Home Affairs said that Resolution 27 clearly stated the implementation of transferring old salaries to new salaries according to the principle of ensuring that they are not lower than current salaries.

Also according to the Ministry of Home Affairs, based on Conclusion 64 of the 8th Central Conference, Session XIII, on the socio-economic situation in 2023-2024, Resolution 104/2023 of the National Assembly on the state budget estimate for 2024, the Ministry of Home Affairs is urgently coordinating with relevant ministries and agencies to complete the specific contents of the new salary regime.

In particular, there is a salary regime for the teaching staff as proposed by voters to be submitted to competent authorities for consideration and decision to implement salary policy reform according to Resolution 27 from July 1, 2024.

Proposal to control market prices when increasing new wages

Voters in Thai Binh, Tay Ninh, Binh Duong, and Vinh Long provinces reported that the salary increase adjustment was not closely combined with market price control, leading to a situation where the price of consumer goods had increased before the salary policy was approved and took effect.

Voters recommend that the Government needs to have effective solutions to control inflation, stabilize market prices of goods... so that salary increases ensure the purpose and meaning of improving the lives of cadres, civil servants, public employees, and workers.

At the same time, when adjusting salary policies, it is necessary to take into account ensuring the rights of those who are receiving allowances.

Responding to this content, the Ministry of Home Affairs said that according to the assigned tasks on the content of salary policy reform from July 1, 2024 according to Resolution 27 of the Central Committee, the ministry will coordinate with relevant ministries and agencies to develop, submit to competent authorities and synchronously implement the specific contents of the new salary regime.

Including the content on salary scales, salary levels, and salary allowances as voters' opinions stated for cadres, civil servants, and public employees to ensure compliance with Resolution 27 to overcome the shortcomings of the current salary regime.

This is to improve the lives of the majority of cadres, civil servants, public employees and wage earners.

On the other hand, the Ministry of Home Affairs emphasized that according to the functions assigned by the Government, relevant agencies will submit to the Government for synchronous implementation of solutions to control inflation, stabilize market prices of goods, and improve the lives of cadres, civil servants, public employees and salary earners when implementing the new salary policy reform.
