Mr. Nguyen Xuan Thanh, Director of the Department of Secondary Education (Ministry of Education and Training) said that tightening extra teaching is to overcome the problem of students having a packed schedule from morning to night, with no time to rest.
Circular 29 on extra teaching and learning issued by the Ministry of Education and Training last weekend has many new points. Schools are only allowed to teach extra classes for three groups and must do so free of charge, including: groups with unsatisfactory results in any subject in the previous semester; selected to nurture excellent students; final year students who voluntarily register to review for the 10th grade exam and graduation exam. As for teachers, they are not allowed to collect money for extra classes from students in their classes.
Mr. Thanh acknowledged that extra teaching and learning are the needs of both students and teachers. Learning to be better and develop oneself is a legitimate desire. However, in reality, there are situations where students, even though they do not want to, still have to take extra classes organized by their teachers and schools. In addition, students also need to spend time on recreational activities and sports.
"A number of students are having to attend extra classes just to avoid feeling isolated from their friends, to avoid feeling guilty towards their teachers, or even to avoid feeling unfamiliar with the test," said Mr. Thanh. Therefore, the Ministry issued the above regulation to avoid this situation.
For schools, Mr. Thanh said that according to the 2018 general education program, the Ministry of Education and Training has specified the number of periods for each subject, set out requirements for each subject, and is suitable for students. The Ministry of Education and Training also gives schools the autonomy to develop educational plans, from which teachers focus on innovating teaching methods, aiming to achieve the goal of developing students' abilities.
Thus, if the school and teachers do it right, they will ensure that the students meet the requirements. If there are still students who do not meet the requirements, the school must be responsible for providing extra tutoring, so they cannot collect money. Similarly, tutoring for groups taking the excellent exam or reviewing for final exams is part of the school's plan. In addition, teachers need to guide students in self-study methods, avoiding tutoring that forces knowledge.
"The Ministry is limiting extra classes in schools to move towards schools that do not have extra classes or tutoring," said Mr. Thanh. "We need to overcome the situation where students go to school every day with a packed schedule from morning to night, without time to rest, self-study, absorb, and apply knowledge."
Instead, after school, children have time and space to participate in fun activities, play sports, practice drawing and music. According to him, those who work in the profession and are passionate about the younger generation will find this necessary.
Regarding concerns that limiting extra teaching and learning in schools will affect the quality of education, Mr. Thanh said that it is not satisfactory. In fact, many valedictorians and salutatorians in exams still come from rural areas with difficult economic conditions and do not attend extra classes.
As for teachers, many are concerned about a decrease in income when the Ministry's circular takes effect. Mr. Thanh emphasized that teachers are not prohibited from teaching extra classes outside of school. However, they must register their business or teach at registered centers.
