The 19th Congress of Hai Duong Provincial Trade Union for the 2023-2028 term is a broad political activity among union members, civil servants, public employees, and workers.

Although the past term had many difficulties and challenges, Hai Duong trade unions at all levels have strived to rise up, build trade union organizations, and strengthen the protection of legitimate rights and interests of workers.

Take care of members

Over the past 5 years, the force of union members, workers and the Hai Duong Provincial Trade Union has grown in both quantity and quality, in all industries, fields and economic sectors, increasing rapidly in the non-state economic sector and foreign-invested enterprises. Hai Duong currently has 291,382 workers, including 278,130 union members, an increase of 64,996 people compared to the beginning of the term (exceeding the assigned target by 16.4%).

Trade unions at all levels in the province have implemented many models and movements towards the grassroots, paying attention to and protecting the legitimate rights and interests of union members and workers. The lives and incomes of union members and workers have been significantly improved. The average income of cadres and civil servants in the administrative sector is from 7.5 to 8 million VND/person/month, and in the production and business sector is from 6.5 to 7 million VND/person/month.

Most notably, the activities of caring for union members and workers at all levels of the trade union have been implemented promptly, creatively, effectively, and in accordance with the actual situation at agencies, units, and enterprises... Over the past 5 years, trade unions at all levels in Hai Duong have presented 336,454 gifts and 6,748 bus tickets to workers and laborers in difficult circumstances who live far away to return home for Tet with a total amount of more than 77.234 billion VND; supporting nearly 9,000 union members and workers affected by the Covid-19 pandemic with a total amount of nearly 7 billion VND.

Trade unions at all levels in the province have mobilized civil servants, public employees, and workers to donate more than 45 billion VND to the Funds "For the Poor", "Repaying Gratitude", "Covid-19 Prevention and Control"... Coordinated the construction and repair of 87 "union shelters" for union members and workers with difficult housing circumstances with a total amount of more than 2 billion VND.

The work of participating in Party building and building a clean and strong government has been given attention and focus by trade unions at all levels. During the past term, 7,812 outstanding union members, civil servants, public employees and workers were introduced to the Party for consideration and training, of which 6,212 union members were admitted to the Party.

Patriotic emulation movements have been widely deployed, attracting a large number of union members and workers to participate, contributing to the successful implementation of the goals and tasks of the trade union organization and the socio-economic development of the province. The focus is on the emulation movement "Good workers, creative workers" which is concretized and suitable for each subject. Over the past 5 years, civil servants, public employees and workers in the province have proposed 765 scientific research topics, generating a profit of 8,735 billion VND; 59,268 innovation initiatives and experience initiatives, generating a profit of 23,531 billion VND.

Although there have been many innovations in the content and methods of operation, in reality, the movement of civil servants, public employees, workers and trade union activities in Hai Duong province still has limitations. In particular, there have been some violations in the management of finance and trade union assets by some officials. This is a valuable lesson for the Hai Duong trade union organization.

Innovation in operations

With the spirit of "Innovation - Democracy - Solidarity - Development", the 19th Congress of Hai Duong Provincial Trade Union for the 2023-2028 term will determine the motto of action as strengthening care, representation and protection of the legitimate and legal rights and interests of union members and workers; building a strong trade union organization, contributing to building a rich and civilized Hai Duong province.

The document submitted to the Congress sets out the goals that Hai Duong Provincial Trade Union strives to have over 85% of union members and workers study, propagate and disseminate resolutions and directives of the Party, policies and laws of the State, and resolutions of the trade union every year; 65% of workers and employees at enterprises participate in learning to improve their qualifications and professional skills. 100% of grassroots trade unions in the administrative sector, public service sector, state-owned enterprises, and at least 75% of grassroots trade unions in non-state-owned enterprises participate with employers in promulgating and implementing the Grassroots Democracy Regulations. On average, each grassroots trade union introduces at least 1 outstanding union member to the Party for consideration, training and admission. At least 80% of grassroots trade unions directly above the grassroots level are classified as having completed their tasks well. At least 80% of grassroots trade unions in the state sector and at least 55% of grassroots trade unions in the non-state sector are classified as having fulfilled their tasks well. At least 80% of grassroots trade unions in non-state enterprises establish mass women's unions. Strive to develop 60,000 more union members by the end of the term; 85% of enterprises with 20 or more employees establish trade unions; 85% of enterprises and units with trade unions and qualified to represent, negotiate and sign collective labor agreements in accordance with the law...

Hai Duong Provincial Trade Union has identified three breakthroughs: focusing on dialogue, collective bargaining, bringing benefits to union members by signing collective labor agreements, especially regarding wages and working conditions. Building a team of grassroots union chairmen who meet the requirements of the task, especially union chairmen at state-owned enterprises; comprehensive digital transformation in union activities, prioritizing the areas of union member management and finance.

To achieve that result, in the new term, trade unions at all levels continue to focus on performing the function of representing and protecting legitimate rights and interests; mobilizing resources to care for and improve the quality of life of union members and workers. Innovating and improving the quality of propaganda and mobilization work for workers, civil servants and laborers. Improving the quality and effectiveness of patriotic emulation movements and emulation and reward work. Building a strong trade union organization, attracting workers to join the trade union organization. Strengthening and improving the effectiveness of inspection and supervision work. Innovating trade union operation methods, adapting to the new situation...
