There should be priority conditions for recruiting teachers to Nguyen Trai High School for the Gifted.

Comrades: Nguyen Duc Tuan, Member of the Provincial Party Standing Committee, Chairman of the Provincial Fatherland Front Committee; Nguyen Khac Toan, Vice Chairman of the Provincial People's Council also attended.

Discussing at the meeting, the leaders of the Department of Culture and Society and the delegates in attendance basically agreed with the submission and report explaining the acceptance of comments from the Department of Education and Training on advising on the development of a Resolution of the Provincial People's Council regulating policies for managers, teachers, students of Nguyen Trai High School for the Gifted and experts participating in teaching national, regional and international teams of excellent students. The development and promulgation of a new resolution is necessary, in line with the current situation, creating a strong driving force to improve the quality of key education in Hai Duong province.

However, the majority of delegates suggested that the Department of Education and Training should coordinate with relevant departments and branches to study and submit to the Provincial People's Committee a teacher recruitment policy in accordance with Decree 140/2017/ND-CP dated December 5, 2017 of the Government on policies to attract and create a source of cadres from excellent graduates, young scientists and Resolution No. 08/2019/NQ-HDND dated July 11, 2019 of the Hai Duong Provincial People's Council on policies to attract high-quality human resources and support postgraduate training, award academic titles, and confer titles on cadres, civil servants and public employees in the province. In particular, there should be preferential conditions for recruiting teachers to work at Nguyen Trai High School for the Gifted and there should be preferential funding for them when they are recruited.

Delegates agreed with the Department of Health's proposal to increase the number of hospital beds by 80 in the 2024 plan for 4 medical centers in Ninh Giang, Tu Ky, Thanh Mien districts and Nam Sach district because it is suitable for people's health care.

Regarding the proposal for the policy of drafting a resolution regulating the content of expenditures and expenditure norms for activities under the health and population target program using local budget sources in Hai Duong province until 2025, due to the steps of drafting the resolution not having enough time to submit at the upcoming session of the Provincial People's Council, the Provincial People's Council's Culture and Social Affairs Committee will review and submit at the nearest session.

Previously, at two regular meetings of the Provincial People's Committee in November (4th and 5th) held on November 15th and 16th, the Department of Health and the Department of Education and Training submitted reports on the above contents.
