The Ministry of Home Affairs for the first time tested and selected young officials to train as leaders.

The Ministry of Home Affairs has selected 26 candidates to take part in the assessment to select outstanding and outstanding cadres, civil servants and public employees to participate in the training and fostering project to create a source of young leaders at all levels of the ministry.

On July 29, Minister of Home Affairs Pham Thi Thanh Tra chaired the opening ceremony of the examination and selection of officials to participate in the Project "Training and fostering young leaders at all levels of the Ministry of Home Affairs for the period 2023-2026, with a vision to 2030".

Minister Pham Thi Thanh Tra, Chairwoman of the Examination and Selection Council, emphasized that personnel work is one of the important and key tasks, in order to proactively source personnel, especially young personnel, to meet the requirements of quality, capacity, and prestige on par with the tasks of the Ministry of Home Affairs in the immediate future, as well as in the long-term strategy.

Being proactive in human resources; being proactive in planning, training and fostering, cannot be left to each cadre, civil servant and public employee alone but requires good preparation from the ministry, thus achieving success. From there, the ministry can select better and more qualified young leaders at all levels, meeting the requirements of the task.

Therefore, on May 10, 2023, the Party Committee of the Ministry of Home Affairs issued a decision approving the Project "Training and fostering young leaders at all levels of the Ministry of Home Affairs for the period 2023-2026, with a vision to 2030".

Ms. Pham Thi Thanh Tra said that through the first preliminary round, 26 officials, civil servants and public employees who met the criteria were selected to enter the final round of the exam. These candidates were all highly appreciated by the leaders of the units.

Through today's examination and selection, a number of outstanding and typical cadres, civil servants and public employees will be officially selected to participate in the project and carry out specific training, fostering, training and challenging contents and programs.

In addition, every year, the ministry will review, evaluate, and screen again and then continue to add to the project. Personnel who do not meet the requirements, cannot affirm their own capacity, do not strive, train, challenge, and cannot clearly demonstrate the assigned work products, the ministry will consider to remove them from the project.

The Ministry will have a specific mechanism to consider qualified personnel for appointment. In case of appointment to a position beyond the level, it will report to the competent authority.

The Minister or Deputy Minister will ask questions directly.

The Minister noted that candidates should try to present the content of the drawn topic within a maximum of 15 minutes, but must focus on solutions to the problems raised in the topic.

The answer content needs to be brief, concise, clear and of high quality; the demeanor needs to be calm, confident and demonstrate your qualities in speaking.

The Minister or Deputy Minister will ask direct questions, candidates need to answer directly, quickly, without beating around the bush (maximum 10 minutes).

The Council consisting of the Minister or Deputy Minister will score directly to ensure objectivity and fairness.

The Minister hopes that this is the first pilot phase to implement this project and will continue to research, perfect, and draw experience regularly every year to create a team of young leaders who meet the requirements.

Minister Pham Thi Thanh Tra believes that the cadres, civil servants and public employees participating in the assessment and selection exam will try their best, be confident, calm, and master all situations to achieve the best results.

According to the project of the Ministry of Home Affairs, there are 2 groups of civil servants and public employees participating in the examination and selection to foster and train young leaders. They are those holding the position of deputy department head and equivalent or higher, under 45 years old; those under 40 years old in units under the Ministry.

These officials will be considered and appointed to a position one level higher than their current position, and efforts will be made to appoint at least one deputy minister in cases where those holding the position of deputy department head are under 45 years old. Officials under 40 years old will be considered for addition to the department leadership planning; at the same time, efforts will be made to appoint 10% of them to department-level leadership and management positions.
